This combines several previous replies. I agree that by the acronym ОКПО, this is a code, a thing, not a person. I like the term "national" when referring to "all-Russian", but in this instance, to the U.S. ear - we talk about "federal regulations", and rarely "national regulations". My wording may not be exactly how it might be found at the top of a government form, but the fact that this is a кодекс and not a специалист по классификации is clear.

one more comment - I have seen used to mean a glossory or dictionary e.g. классификатор - специальный машиный словарь.
