non-refundable, 21-day advanced purchased

The text contains the travel guidelines and reimbursement policies for a conference.

The whole sentence is as follows:

"XXX Foundation will cover travel costs to and from the conference hotel. *If traveling from out of town airfare equivalent of a non-refundable, 21-day advanced purchased coach-class ticket will be reimbursed by the Foundation.*"

Could you please clarify what I should understand from "non-refundable and 21-day advanced purchased" in this sentence? Thank you in advance.

equivalent reimbursement "If traveling from out of town, reimbursement equivalent of a non-refundable 21-day advance-purchased coach-class airfare ticket will be covered by the Foundation."
They use 21 day ticket as this is the cheapest time to purchase, (on or before 21 days) after this prices go up, as the aircraft fills up and then there is standby.

Refund based on specific air fare regardless of how you actually traveled.

You will be paid whatever an airline would charge you for a coach-class (economy class) air ticket paid for 21 days in advance of the date of travel, on which the money would not be refunded if the booking was canceled or you did not turn up for the flight. Just writing the sentence in better English makes it a bit more understandable.

"If traveling from out of town, the airfare equivalent of a non-refundable 21-day advance-purchased coach-class ticket will be reimbursed by the Foundation."
