my rationale:

- i believe the breakdown of the phrase is: compliance measures (langkah-langkah pematuhan) and remedial (pemulihan)

- thus remedial compliance measures = compliance measures that are remedial in nature or to put it another way, remedy of the compliance measures

- in order to avoid it being wrongly read/understood in Malay as measures of remedial compliance if translated as langkah-langkah pematuhan pemulihan, perhaps my first suggestion, though not identical in construction to the source phrase, renders it better, i.e:

"akan membayar sebagai denda dan pemulihan langkah-langkah pematuhan penalti sivil sebanyak" ("shall pay in fines and in remedy to the compliance measures a civil penalty of")

remedial - pemulihan
compliance - pematuhan
measures - langkah-langkah

i think, a comma is missing there, just after 'remedial compliance measures'.

my understanding is that, a civil penalty has to be paid as the 'measures' to 'remedial compliance', thus;

one more thing, in a compliance process (also called conformance in certain industries) we have compliance measure, we have remedial measure. When a non-conformance (NCR) occurred, we didn't correct/remedy the measure, but the NCR.

thus, I would say, 'pemulihan langkah-langkah pematuhan' is a bit odd.
