This is for all employees of the company. The same sentence also talks about a merit pay system (tulospalkkiojärjestelmä) just for management. The previous sentence talked about a bonus system (palkitsemisjärjestelmä), which may have been meant to include these two later subsystems.

I don't doubt Marju knows best, but here it seems the Finnish 'tulos-' does not need to be expressed in English because it is implied in 'pay system'

There seems to be a slight difference between the meanings of the terms 'tulosraha' and 'tulospalkkio'.
For instance, educational institutions get 'tulosrahaa' according to how many students they have, how many have graduated and those kinds of things.
‘Tulospalkkio’ is more often related to the profitability of the organization. You could imagine that the teachers may get some extra ‘tulosraha’ when there are more students to be taught, but at the same time the rector may be left without any ‘tulospalkkio’, if the balance sheet is in the red.
Maybe in English ‘tulosraha’ could be ‘productivity bonus’ and ‘tulospalkkio’ could be ‘profit bonus’.
