It really means "formal meetings" - representative receptions or formal work meetings. Most commonly used in context "reprensetatieve ontvangsten aan huis: "formal meetings at one's residence. Formal seems to be the best word to translate representatief.

I think that they mean to say that the town hall is available provided it conforms to a type of reception that one encounters daily. To this end I suggest you could use words such as mainstream - run of the mill - typical - characteristic - impersonate

Extrapolating from the idea of "formal" and from the idea that these meetings are "van en voor de gemeente," I would think these would be meetings or receptions authorized or sponsored by the gemeente.

I found this term mainly on (UK) council sites. It seems to be a kind of reception that the council hosts for various types of civic groups or events. Usually in connection with budgets that they have for these receptions.
Example sentence:
"Civic Receptions can be held in Council owned premises, including the Roman Baths, Pump Rooms, Assembly Rooms or the Victoria Art Gallery"
