This is a literal translation only. I have a hard time imgaining a transformer having a "bolted flange", though, so this might just be another flimsy English translation of a term meaning "mounting bracket" or similar. Unless we're talking about a huge, water/oil cooled transformer, that is, then it might be the connection for a coolant pipe. Maybe :)
