agree Richard Boulter : This seems the most likely: I do not find any refs to 'States For Democracy' as an organization, but this is what it seems to say in Spanish. I too believe that the Query phrase is a reference to a particular organization of state leaders.

(the democracy's) High Council of State

Kate: It looks like the accepted term is "High Council of State". See references below. Though it it is not totally clear that this is the body in question. At any rate, it does seem to be a political body and not a concept, so I think Kathryn and patinba are on the right track here.

General Democratic Assemblies or General Assewmblies of the Democracy

As Mauritania has strong links with France, I would imagine the original is Etats Generaux, so I looked this up and got:

This suggests to me that assemblies general (like UN assembly) might be the closest. I dont think forum is right in this context, and States General is a bit too history-oriented
