: I wondered about this, but as it was a creation of the military dictatorship, I decided it would be unlikely to be adopted by a constitutional leader.

Kate: It looks like the accepted term is "High Council of State". See references below. Though it it is not totally clear that this is the body in question. At any rate, it does seem to be a political body and not a concept, so I think Kathryn and patinba are on the right track here.

As Mauritania has strong links with France, I would imagine the original is Etats Generaux, so I looked this up and got:
