I think what they mean is don't keep 3 cards and swap 2 hoping for a straight or a flush, which you need 5 cards for.
For instance, I have 3 clubs and 2 cards of other suits. The advice is not to get rid of the 2 cards and hope that I get the 2 clubs I need for the flush, as that's highly unlikely. Of course, this is only applicable to a 7 card stud.

Don't play three to a low straight or a low flush.
Не продолжайте игру, имея начальную руку, подходящую лишь для младшего стрита или младшего флеша.
Three - это три карты, которые раздают на первом круге в семикарточном стад-покере, low straight/flush - младший стрит/флеш (из карт малого достоинства).
Смысл здесь следующий: после первой раздачи, имея на руках стрит или дырявый стрит из трех карт *малого достоинства*, либо флеш из трех карт малого достоинства, не надейтесь выиграть игру, собрав младший стрит или флеш.
General Strategy:
Seven Card Stud is a HIGH card game. More winning hands are decided by the highest pair of two pair or just the highest pair, than by straights, flushes and other big hands. **So if you start with a straight or flush draw, it should have at least two high cards** or at least one card that is higher than anything up on the board.
Definitions:
HIGH CARDS - 10 thru A .
LOW CARDS - 2 thru 9
Slow play starting draw hands like **three to a straight or a flush**. You want to keep other players in to build the pot odds.
Don't play **three to a low straight or a low flush**.
