This is about her blood pressure, and you might expect this to be the date, but the patient was seen in early September. I am therefore not clear what 'a' with an accent means, in this context, and what the numbers refer to.
'A ce sujet, elle est asymptomatique et l'examen clinique retrouve ce jour un hypertension arterielle a 18/10.
L'electrocardiogramme montre un rhythme propre.'

This is a letter about a follow up visit to check the pacemaker that has been fitted.

Here the edges become a little bit fuzzy and the answer varies from individual to individual. Nevertheless as a general rule the upper limit for blood pressure in most people is approximately 140 mg Hg and the lower limit is approximately 90 mg Hg.
