In many Google hits these are given synonymously, but in my text they appear side by side as different terms. Both are translated as NOMINAL RATE in my dicts, so please explain and/or suggest how to express the difference in English.

You are right. "Pålydende" simply means "specified" or "stated", and in this context both terms refer to the same thing. Here definition of nominal interest rate from the first link:
"Stated rate of interest on an investment or security, without adjusting for inflation or inflationary expectations, as opposed to real interest rates. The real rate of interest is equal to the nominal rate less inflation."
If you would like to use two different terms, you might use "face interest rate" for "pålydende rente", which also refers to the percentage interest that is shown on the bond or the loan document.
