"College of Architects" can also be "College of Architecture" and in fact "College of Architecture" gets more hits, so probably best to use that.

Either way it means that the work being carried out has been approved - or authorised by - the local architects' body, known typically as colleges of architecture or colleges of architects.

neutral eski : I think the idea here is a review before a preliminary board which reviews the plans prior to being submitted for a building permit.In English,this is usually an Arch.Rev.Board and not a College of Arch.(in a university).

sorry, yes, you are absolutely right, "college of architects" (as in the body that represents qualified architects); not "college of architecture"
