Just guessing here, the text is heavy going with all the subclauses, but as I interpret it, once you've submitted your 'biometric identifier' you've officially waivered your right to protest if they decide to chuck you out of/not let you into the country. Paragraph 4.51 in the linked document seems to lend support to my guess.
