It seems like this is a kind of vague term in Japanese for which the exact meaning is determined by the context. I found "oil mining" on Glova, but I think it's more natural to say "oil drilling". "Excavation" was another choice which I thought might be helpful because it is more general and could cover a variety of situations, so it might be a safe choice. Just a thought. Good luck!
