IMHO this is a typo for "Randlagen" (synonymous with "Randzonen", "Randbereiche"), rather than "Hanglagen". After all, urban sprawl does not occur exclusively in hilly areas/hillside locations.

As you can see from our differing interpretations, it'd be the safest bet (IMHO) to ask the customer for clarification (provided your context does not include any other clue favouring one of the suggestions posted).
