I can't quite figure out the context. It could be funds to allow an agent to buy stock, maybe.

According to what Denyce just offered, I believe it refers to actually the commission paid to the Doctor who help the device distribution, but on paper (transferred) to be the payment for goods, so as to secrete the commission paid to the doctor. This style of actions happen frequently with business practice in China...
