On a Belgian Police certificate. Not difficult I know but I currently have a very 'awkward' translation which I am trying to get away from. Any suggestions would help.

That's probably what I would put. I think 'dossier' may be OK as is, and I also think sk's file/portfolio is ok - 'set of documentation' just another possibility.
I think "Australian authorities" is appropriate as a translation of "Australia" in this context, as this is what 'Australia' means here, but is still vague enough...

PS. The first bit ('Declaration quant a l'activite') is really 'statement of purpose' (of the certificate), and 'compiling' may be unnecessary, ie just "for a dossier" or "forming part of a dossier...".

: agree with dossier (sounds like an application form of some sort). The info in itself obviously doesn't 'constitute' so agree also with 'part of'. Or what about 'to go towards' ?

Yes, "to go towards" is good - informally I guess it's 'for putting together', no doubt an application for a visa of some kind... thanks
