During a lesson, a student -an engineer- asked me what he could call in English "vincoli o documenti di un progetto". I haven't got more context either. I'm sorry, but thank you for the participation.

As Jim says, more context required. But usually vincoli would be the restrictions a project is subject to, rather than required documentation

Yes, most likely, unless project in the wider sense is intended. But without context, it's anyone's guess

If its construction then the progetto is probably a design Simon, but without context who knows.

a set of documents necessary to commence activity in a civil project: planning permission, safety plan and risk assessment, hydro geological assessment, probable archaeological permission etc.

permits

apparently the project has some limitations and, therefore, it needs permits. I do not see that it requires documents, that have probably been produced before there was the necessity to show the permits to override the objections to whatever it was, a building on the seaside, in a national park, could be anything
