I understand that a bit can have one of two values, either a "0" or a "1," but I'm having problems coming up with an accurate translation for the above.

As for the translation, a minimalist might say "one-bit signal processing", "two-bit signal processing" because, as you also noted, one-bit implies the process technique employs two values. Of course you can opt for more elaborate expressions! The source text sure has some redundancy. ;-)
