Its part of a title, but I cant really figure out a way to translate the meaning of it(Been working for quite a while and my mind is just too worn out), I quote: "Establecimiento de los objetivos" and then it lists the fashion in which they will establish the objectives.

In English it sounds best to simply say "Establishing objectives".
Yes, "establishment of the objectives" would sound really wrong.
Maybe there is another suitable synonym for 'Establecimiento', but 'establishing' sounds just find to me :)
