Rate differences are usually expressed in 'basis points', see e.g. announcements of Fed funds rate increases. In the context of a a fee or invoice, as here,-- "half base point" invoice --- gets no google hits, whilst-- "half basis point" invoice-- gets 40 hits; similarly, -- "half base point" fee-- gets only 5 hits, whilst -- "half basis point" fee -- gets 168 hits. Online glossaries confirm this. "Basis point" appears to be preferable to "base point".
