List of features; I see it more clearly now. In order to be able to use a vehicle in a public highway (public is the key word), the vehicle has to be compliant with the relevant regulations in the country. For instance, on indicator lights, perhaps they need to be at a certain height or flash with a certain frequency. In the end, what this is indicating in the list of features is that the loader may be used in public roads.

Understanding this, I would propose then "compliant for road use", "compliant with road regulations", or something like this. Road or highway, depending on the prevailing usage in Canada.

Sorry, I have not answered directly your question. Are they any loaders that do not comply with the (highway) code? The answer is there could be. A loader, as any other type of vehicle, for use in factories and other workplaces needs to comply with the relevant regulations relating to work and health and safety at work. However, these may not coincide in all aspects with the regulations governing vehicles for public road use. In your example, the mention to indicator lights is perhaps there because the factory regulations do not require the loader to have these indicators, but if you want to take this loader to a public road, you will then need indicators compliant with road regulations.
