The phrase relates to a vacuum cleaner
I think that a PRE-MOTOR FILTER may be
Formotorfilter
If this is right, does the HEPA just get added to the front?

HEPA-filter foran motoren

A HEPA filter (HEPA = High Efficiency Particulate Arrestance) in theory removes all dust. In your case it's located so that it removes dust before the dust enters the motor.
"Formotorfilter" will sound very odd, at least in the context of a vacuum cleaner for home use.
