Возможно тут имеется в виду, что два транспортных средства, идущих параллельным курсом с большой скоростью на близком расстоянии притягиваются друг к другу за счет действия аэродинамических сил (общеизвестная сила Бернулли). Не берусь судить, насколько это дело может объяснить транспортное происшествие (разве что "братки" развлекались), уж очень большая скорость и близкое расстояние нужны, но в морском деле это явление хорошо известно. Суда, идущие параллельным курсом не должны близко приближаться друг к другу.

может здеь подразумевается теория парных случаев? иногда так пишут, особенно в желтенькой прессе, особенно про несчастные случаи, аварии итд.

I know that it's not an exact translation, my point was that this is what it makes me think of, since there isn't really such a thing as pairing effect hypothesis, while there sure is greenhouse effect hypothesis, while the 2 Russian terms are very close, so they might have been mixed up by the author. I can't be sure without more context however.
