Context: credit risk and workout management by banks; not in Zahn, didn't turn up in Google searches.
The idea is advance/precautionary/specific loan-loss provision by the bank for distressed or soon-to-be non-performing loans.

Just a variant of Kreditvorsorg f you enter provisioned risk into yahoo.com, there appear thousands of entries that seem to be within this context; there is even one that says something like "even if risks are fully provisioned" . And there are websites dealing with the process of risk provisioning.
