I'm having trouble understanding all the text below - but in particular, the final clause:

Los actores, entre ellos, el gobierno actual considera que el espacio privilegiado de participación son las 1352 unidades territoriales en las cuales se encuentra dividido el Distrito Federal para en ellas edificar un nuevo nivel de gobierno: el de los vecinos organizados en su unidad territorial.

"the most most basic level". So, rather than having just federal, state, and municipal government, this person is suggesting creating a fourth (lower) level. HTH

Lisa: This is one of the instances where I believe "territorial unit" means just that, without implying size or location. Size and location are identified by "el de los vecinos". The statement is about grassroots pol. participation at (what I'd call)

I would not translate "vecinos" literally, I've often seen it used in NGO contexts to mean "residents"
