The term توطين is used in the Gulf region in the sense of employing "nationals" instead of foreigners. Each country uses a slightly different term. Saudi Arabia has been using سعودة الوظائف since the 1970's, while in Bahrain, they use البحرنة. Another pan-Gulf term is خلجنة, but the term that is used across the board is توطين. The following document uses both خلجنة and توطين. So توطين تقنية المعلومات means increasing the role of "nationals" (citizens of the country) in information technology, instead of hiring foreigners to perform such vital jobs.
