This is a direct translation as I don't know what 使用者 refers to, but here is my attempt at the whole sentence:

I also do not know if 監督 is used to mean, "directive" or "charge". Maybe another ProZ.com user can confirm this. Seems to make sense though.

監督 means supervising (employee by employer). In this case however, it is employee who supervises employer. Thus my choice "vigilance".
