AJS' reference is sound. What confuses me though G, is that you state this to be part of a "PR project" (your words?).
PR is a "below-the-line" activity and would not contain a single groat of ad spend.
A "Streuplan" is a media schedule. Find it here: http://lexikon.guj.de/index.php This would include the costs of i.e. 12 full pages in the Beano, each of which would be paid from the media budget: http://www.advertising.com/press_release.php?m=09&d=14&y=200...

This just has to be the total budget allocated to advertising, publicity material, free gifts etc., across all the providers of these services.
