AJS' reference is sound. What confuses me though G, is that you state this to be part of a "PR project" (your words?).

PR is a "below-the-line" activity and would not contain a single groat of ad spend.

A "Streuplan" is a media schedule. Find it here: http://lexikon.guj.de/index.php This would include the costs of i.e. 12 full pages in the Beano, each of which would be paid from the media budget: http://www.advertising.com/press_release.php?m=09&d=14&y=200...

Allen Kommunikationsmaßnahmen werden Kosten zugeordnet, deren Summe das Budget ergibt. Traditionell wird dabei zwischen dem streufähigen ("above-the line") und dem nicht streufähigen Etatanteil ("below-the line") unterschieden.

total promotional budget

This just has to be the total budget allocated to advertising, publicity material, free gifts etc., across all the providers of these services.

Come on TC, you should know better than to disagree without yourself quoting any reason in translation terms....You really only have to read BETWEEN the lines to see I may well be right...
