"Kunstbauwerke" are structures like bridges, retaining walls, culverts etc. that are part of a road, a railway, a canal, a harbor etc.

(civil) engineering structures

I think this is the expression here; "permanent structures" really do not have to have anything to do with highways, now do they? Or are all the office blocks recently constructed to be regarded as "other than permanent"?
