The first crews on the scene today would have been full time, the second wave retained firefighters, who work on a bleep system, he said.

What is a "bleep system"?

On would guess it referrs to some kind of rotation, but is this a commonly used technical term in firefighting?

on-call system

The firefighters are on-call, available to work in case they receive a page (or are "bleeped").

paging system

Part time firemen, (i.e. on call, on standby) usually carry small radio receivers which "bleep" a signal to summon their attention. They can "bleep" back to acknowledge this signal.

This system is called "paging".
