There are two pure approaches that an organisation can take to deciding how to allocate resources across projects: A top-down approach reviews the overall strategy and allocates resources in "strategic buckets" the different types of projects; The bottom-up approach reviews specific projects and chooses between them. Of course, the two approaches can be combined in a so-called "top-down, bottom-up" method that means applying both methods iteratively. The top-down is basically the well-known "strategic buckets method". Basically the organisation's strategy is interpreted in terms of a series of "buckets" that embody its different dimensions.
