I think, as Todd suggested, that you have to look at how you are going to untangle the whole sentence here. In English, a "risk" cannot "occur". "Damage" can occur "as a result of" risks or, more to the point here, lack of protection against risks. Therefore, you really have to word it as I've suggested.

I think that "likelihood", a more casual word, works better in the present context than themore technical "probability"; this based on what one would likely see in English in a similar context.

Technically, my suggested wording is a sentence fragment (i.e., there is no verb) nevertheless, it works well in context.
