"prudence de la justice" is how they sometimes call "jurisprudence" in Luxembourg. The phrase means that the procecutor referred to earlier decisions, judicial doctrine, etc. (common law).

"se rapporter à" may not be a very common phrase in French, it still exists and generally means "refer to". I also assume that the full sentence should read "... se rapporta à prudence de justice."
