A "C and D" is refered to in certain situations where an order is given to someone to stop doing something. I work for an enforcement agency and "C & D" are given, for instance, to illegal vendors (without permits) to stop selling food. To a restaurant to close operations and stop doing business, to a individual who has dumped gargage illegally (to name a few). These called "C & D orders"
