In the following sentence I basically understand that the producer will - shall - provide a new film copy to the Fund . . . but how does 'om niet' fit in here?

Binnen twee maanden na de in artikel X lid X genoemde datum zal de producent om niet een nieuwe vertoningsrerede Nederlands ondertitelde filmkopie van de film aan het Fonds in eigendom overdragen.
