If the reader of the translation needs to understand the Greek legal situation in detail, then, yes, I would use the term "municipal citizenship" - but you're right, Peter, it isn't a familiar term here. "Municipal citizenship" doesn't exist as a concept here. I would hesitate to use the term without any surrounding context to explain it.

Dylan's suggested wording in the agree/neutral/disagree section of Triada's answer explanation box would tend to confirm that the term "municipal citizenship" is not so common in England. I am not criticizing it or implying that it is in any way incorrect or inferior to any other alternative. I am simply saying that I think that I would probably describe it in another way.

(It seems that "municipal citizenship" is quite common in the USA -- but this is irrelevant.) Texts of legal or administrative nature should not necessarily reflect the law that the readers of the target text are familiar with or they may misunderstand the source text completely. The fact that you find “municipal citizenship” describing this situation in other countries attests to the effort on the part of translators to describe the situation accurately.

Hello, Nick. The reason why I didn't use the term "municipal citizenship" is because I don't think that it is a term that is commonly used to describe such a status in England or America. In fact, all of the references I have found for the term appear to describe situations in Greece, India, The Netherlands, France and Germany. With respect, I think that the term may seem to be more common to you because the Greek people appear to differentiate between "municipal citizenship" and "national citizenship" much more than English or American people do. I would therefore be hesitant to use the term [when translating] because I am not certain that many English people would understand the relevance of it.

I suggest we should consider the terms "municipal citizen", "municipal citizenship" and "acquiring municipal citizenship". It is not a question of residency but of registration in the municipal rolls. It is a form of subnational citizenship.
