English to Arabic: Warehousing Refugees: A Denial of Rights, a Waste of Humanity
Source text - English Of the world’s nearly 12 million refugees, morethan 7 million have languished in refugeecamps or segregated settlements in situationslasting ten years or more, some for generations(see Table 3, p. 3). Advocates traditionally envision threedurable solutions to refugee outflows: voluntary repatria-tion when conditions in the source country change, per-manent local integration in the country of first asylum, orresettlement to another country. Refugee warehousing,however, has emerged as a de facto fourth and all-too-du-rable solution. This article attempts to define it, describeits failings, explain its continuance, and explore alterna-tives. Briefly put, condemning people who fled persecu-tion to stagnate in confinement for much of the remainderof their lives is unnecessary, wasteful, hypocritical, coun-terproductive, unlawful, and morally unacceptable.
Translation - Arabic من بين نحو 12 مليون لاجئ في أرجاء العالم، يعيش حوالي 7 ملايين منهم في ظروف تسودها المعاناة في مخيمات أو مستوطنات معزولة منذ حوالي عشر سنوات أو أكثر، بل إن البعض منهم يعيش في هذه الظروف منذ عدة أجيال (يرجى الرجوع إلى الجدول 3، ص 3). وقد ذهب المناصرون لقضايا اللاجئين إلى تصور ثلاثة حلول طويلة الأمد لمشكلات تدفقات اللاجئين، تتمثل في: عودة اللاجئين طواعية إلى بلادهم الأصلية عندما تتبدل الظروف السائدة فيها أو التكامل والاندماج بصفة دائمة في الدولة التي لجأوا إليها في بادئ الأمر أو إعادة توطينهم في دولة أخرى. والواقع أن قضية عزل اللاجئين قد ظهرت في الآونة الأخيرة باعتبارها الحل الرابع الذي بدأ يفرض نفسه على أرض الواقع لما يتسم به من صفة الديمومة. وتحاول هذه المقالة إلقاء الضوء على هذا الحل والتعرف على مواطن الضعف فيه ومدى إمكانية استمراره بل وتبحث في البدائل المناسبة له. ولعله يمكن القول بإيجاز أن الحكم بإدانة أولئك الأفراد الذي فروا من بلادهم هرباً من الاضطهاد واتجهوا إلى حياة تتسم بالركود والعزلة لقضاء البقية الباقية من حياتهم إنما هو حكم لا مبرر له ولا طائل من تناوله، بل هو أمر يتسم بالزيف والنفاق ولا يمكن أن يؤدي إلى التوصل إلى نتائج إيجابية، ذلك فضلا عن كونه غير مقبول من الناحية القانونية والأخلاقية.
