Résumé
Face au déclassement de l’industrie nucléaire américaine au cours de la dernière décennie, l’administration Trump s’est lancée dans de grands programmes de soutien afin de revitaliser la filière. Ces programmes bénéficient généralement d’un soutien bipartisan : il s’agit de stopper le retard technologique sur les rivaux chinois et russes, et de créer de nouvelles bases économiques et technologiques dans un objectif de leadership global.
Appuyés dans certains États par la reconnaissance du rôle du nucléaire dans la lutte contre le réchauffement climatique, ainsi que par un assouplissement des régulations, les exploitants américains ont pu pérenniser l’activité de réacteurs en difficulté après la fermeture de plusieurs tranches non compétitives ou situées dans des régions opposées à l’énergie nucléaire. De gros efforts pour diminuer les charges d’exploitation, tout en améliorant la sûreté, sont réalisés, notamment en matière d’innovation sur les combustibles ou dans la maintenance prédictive, avec le soutien des autorités fédérales. Ils ont déjà permis une baisse de 25% du cout du mégawattheure (MWh) du nucléaire historique aux États-Unis, qui s’établit désormais autour de 30 dollars ($)/MWh.
De plus, les exploitants, accompagnés du Department of Energy (DOE), commencent également à envisager la production de dihydrogène avec la chaleur et l’électricité provenant de leurs réacteurs afin de diversifier leurs sources de revenus.
Le chantier des AP1000 de Vogtle voit enfin sa conclusion prochaine, et a permis de redévelopper les compétences nécessaires à la renaissance qui s’annonce. Elle s’appuiera principalement sur des développements à l’export et une mobilisation de tous les moyens pour contrer les industries rivales, notamment chinoises : l’administration américaine redouble d’agressivité contre l’influence de la Chine, ce qui pourrait ne pas être sans conséquences pour les industriels français.
Le changement de paradigme vers les Small Modular Reactors (SMR) et les réacteurs avancés, pousse à la fois par les anciennes majors du secteur mais aussi par un écosystème récent de start-ups, est irrémédiablement enclenché, et les projets commencent à fleurir avec le soutien du DOE et l’accueil favorable de la Nuclear Regulatory Commission (NRC) l’autorité de sûreté américaine. Cette dynamique a pris une dimension continentale grâce aux rapprochements en cours avec les acteurs canadiens, notamment autour d’une standardisation commune. Bien que l’AP1000 puisse encore être exporté dans des pays partenaires où les États-Unis peuvent peser diplomatiquement, les développeurs de SMR sont mis en avant par l’administration afin de conquérir des parts de marché. Une stratégie particulièrement active se déploie en Europe centrale et de l’Est, afin de repousser autant que possible les acteurs russes ou chinois.
Néanmoins les opportunités de coopération entre les acteurs français et américains sont nombreuses dans le domaine nucléaire, que ce soit pour la construction d’infrastructures de recherche comme le Versatile Test Reactor, ou encore le développement et la commercialisation conjointe de nouveaux concepts, notamment le SMR Nuward.

Summary
Faced with the decommissioning of the US nuclear industry over the past decade, the Trump administration has launched major support programmes to revitalise the sector. These programmes generally enjoy bipartisan support: the aim is to close the technology gap with Chinese and Russian rivals and create new economic and technological foundations in order to assert global leadership.
Encouraged in some States by the recognition of the role played by nuclear energy in the fight against climate change as well as the relaxation of safety regulations, US operators have been able to extend the operating licence of troubled reactors by closing several non-competitive units or those located in areas opposed to nuclear energy. Major efforts have been made to reduce operating costs while improving safety, particularly regarding innovations in fuels or predictive maintenance, with the support of federal government agencies. They have already led to a 25% reduction in the cost per megawatt hour (MWh) of the US’s established nuclear power plants, which is currently hovering around 30 dollars ($)/MWh.
Furthermore, US operators, assisted by the Department of Energy (DOE), are also starting to envisage the production of dihydrogen using the heat and electricity generated by their reactors in order to diversify their revenue streams.
The Vogtle AP1000 site is finally nearing completion and has enabled the redevelopment of the necessary skills for the coming renaissance. It will mainly focus on developments in the export sector and mobilising all available means to counter the threat of rival industries, particularly Chinese: the US Government is ramping up its aggression towards China, which would not be without consequences for French manufacturers.
The paradigm shift towards Small Modular Reactors (SMR) and advanced reactors, driven not only by former industry heavyweights, but also by a new startup ecosystem, is irrevocably underway and projects are starting to flourish with DOE’s support and the favourable response from the Nuclear Regulatory Commission (NRC), the US agency charged with nuclear safety. This momentum has taken on a continental dimension thanks to ongoing mergers with Canadian industry players, particularly regarding joint standardisation. Although it is still possible to export the AP1000 to partner countries where the US can exercise its diplomatic clout, SMR developers have been pushed to the forefront by the Government in order to conquer market share. A particularly active strategy is being deployed in Central and Eastern Europe to deter Russian or Chinese players as much as possible.
Nevertheless, numerous opportunities for cooperation exist between French and American players in the nuclear field, whether they are building research infrastructures such as the Versatile Test Reactor or jointly developing and marketing new concepts, particularly the Nuward SMR.

Il aura fallu attendre un peu plus d’un mois pour commencer à passer des promesses aux actes. Six semaines après que dix pays membres de l’Union européenne et la Suisse se furent engagés à accueillir quelque 1 600 mineurs réfugiés sur les îles grecques, cinquante-trois d’entre eux étaient attendus en Allemagne, samedi 18 avril, trois jours après l’arrivée d’un premier groupe de douze au Luxembourg.
Agés de 5 à 17 ans, ces enfants et adolescents sont originaires de Syrie et d’Afghanistan, à l’exception de deux Erythréens et de deux Irakiens, dont les mères sont déjà en Allemagne. Comme c’est désormais la règle pour toute personne arrivant sur le sol allemand après plusieurs jours à l’étranger, les cinquante-trois mineurs qui devaient atterrir à Hanovre depuis Athènes, samedi, seront soumis à une quarantaine de deux semaines afin de vérifier qu’ils n’ont pas contracté le Covid-19.
Début avril, l’annonce de l’arrivée de ce premier groupe avait été accueillie avec un certain malaise en Allemagne, certains accusant le gouvernement de se donner bonne conscience à peu de frais. Un sentiment notamment exprimé par le Spiegel, qui, le 8 avril, écrivait de façon cinglante : « C’est comme si Jeff Bezos [le patron d’Amazon], l’homme le plus riche au monde, décidait de dépenser un dollar pour lutter contre la faim dans le monde, et se faisait passer, avec cela, pour un philanthrope. »
« Coalition des volontaires »
Tiraillée entre impératif moral et souci de ne pas raviver un débat qui lui a coûté très cher après la crise des réfugiés de 2015, la « grande coalition » d’Angela Merkel a décidé de traiter avec prudence la question des mineurs bloqués dans les îles grecques. En mars, le principe même de leur prise en charge avait été âprement discuté au sein de la majorité. Désormais, le gouvernement entend les accueillir par petits groupes, avec pour objectif d’en faire venir entre 350 et 500 « dans les prochaines semaines », a-t-il annoncé, le 8 avril.

It took just over a month to start turning promises into actions. Six weeks after 10 European Union member countries and Switzerland pledged to take in as many as 1,600 refugee children living in refugee camps on the Greek islands, fifty-three of them were expected in Germany on Saturday, 18 April, three days after an initial group of 12 arrived in Luxembourg.
Aged from 5 to 17 years, these children and adolescents come from Syria and Afghanistan, except for two Eritreans and two Iraqis whose mothers are already in Germany. According to the current rules for everybody entering Germany after spending several days abroad, the fifty-three children who were supposed to land in Hanover from Athens on Saturday will undergo a 14-day quarantine period to ensure that they have not contracted Covid-19.
In early April, the announcement of the arrival of this first group of children was greeted with a certain amount of unease in Germany with some people accusing the government of virtue signalling at little cost. This was a feeling notably expressed by Der Spiegel, which wrote scathingly on 8 April: “it’s as if Jeff Bezos [the CEO of Amazon], the richest man in the world, decided to spend one dollar to fight world hunger in an attempt to pass himself off as a philanthropist.”
“Coalition of the Willing”
Torn between a moral imperative and the fear of reigniting a debate that cost it dearly after the 2015 refugee crisis, Angela Merkel’s “grand coalition” decided to handle the question of children trapped on Greek islands with care. In March, even the principle of hosting them was bitterly debated within the ruling coalition. According to an announcement on 8 April, the government now plans to receive them in small groups with the aim of taking in between 350 and 500 of them “in the next few weeks”.

Migrants : recommencer à zéro ?
Introduction
Bien que le maire de Palerme, Leoluca Orlando, ait rapidement offert d’accueillir l’Aquarius et ses 629 occupants, le navire de sauvetage affrété par l’ONG française SOS Méditerranée opérant au large de la Libye, s’est vu interdire l’accès aux côtes italiennes et maltaises.
Le nouveau ministre de l’Intérieur italien issu de la Ligue, Matteo Salvini s’est montré inflexible, accusant les Européens d’avoir laissé l’Italie seule face à la crise migratoire. Son pays a vu débarquer sur ses côtes depuis 2013 plus de 700.000 migrants dont son gouvernement se propose de renvoyer le tiers dans leurs pays d’origine.
C’est vers le port espagnol de Valence que se dirige l’Aquarius. Pedro Sanchez, le chef du nouveau gouvernement espagnol ayant déclaré il est « de notre obligation d'aider à éviter une catastrophe humanitaire et d’offrir un port sûr à ces personnes ». Son ministre des Affaires Étrangères Josep Borrell n’en a pas moins fait écho aux propos de Matteo Salvini et regretté « qu’il n’y a pas eu jusqu’à présent beaucoup de solidarité de la part des autres pays européens ».
En France, les dirigeants nationalistes corses ont proposé de recevoir le navire en détresse. Le gouvernement a rappelé que cette décision n’incombait qu’à lui. Après qu’Emmanuel Macron a fustigé « le cynisme et l’irresponsabilité » du nouveau gouvernement italien la rencontre entre le président français et le nouveau chef du gouvernement italien s’est conclue sur un communiqué apaisé, faisant état d’un accord sur les questions migratoires et sur la réforme de la zone euro.
Le Premier ministre hongrois, Viktor Orban, porte-étendard des pays européens opposés à l’accueil des migrants, a apporté son « total soutien » à l’Italie, exprimant son « soulagement » de voir les frontières maritimes de l’Union Européennes enfin protégées.
En Allemagne, le ministre de l’intérieur Horst Seehofer, opposé à Angela Merkel, a rejoint ses homologues italien et autrichien dans un « axe des volontaires », censé s’attaquer à l’immigration.

Migrants: Should We Start From Scratch?
Introduction
Although the mayor of Palermo, Leoluca Orlando, quickly offered to welcome the Aquarius and its 629 passengers, the rescue ship chartered by the French NGO SOS Méditerranée operating off the coast of Libya, was denied access to Italian and Maltese ports.
The new Italian Interior Minister from the League Party, Matteo Salvini, adopted a hard line, accusing Europeans of leaving Italy alone to deal with the migrant crisis. More than 700,000 migrants have landed on Italy’s shores since 2013, a third of whom the Italian government plans to return to their countries of origin.
The Aquarius is now headed towards the Spanish port of Valencia after the head of the new Spanish government, Pedro Sanchez, declared that it is “our duty to help avoid a humanitarian catastrophe and offer a secure port to these people”. His Minister of Foreign Affairs, Josep Borrell, nevertheless echoed Matteo Salvini’s words and regretted “that so far other European countries haven’t shown much solidarity”.
In France, Corsican nationalist leaders offered to take in the distressed ship. The government pointed out that it was solely responsible for making this decision. After Emmanuel Macron had condemned “the cynicism and irresponsibility” of the new Italian government, the meeting between the French president and the new head of Italy’s government concluded with a conciliatory communiqué stating that an agreement had been reached on migration issues and eurozone reform.
The Hungarian Prime Minister, Viktor Orban, the standard bearer of European countries opposed to welcoming migrants, gave his “full support” to Italy, expressing his “relief” at seeing the European Union’s maritime borders finally protected.
In Germany, the Interior Minister and Angela Merkel’s rival, Horst Seehofer, joined his Italian and Austrian counterparts in a “coalition of the willing” aimed at tackling immigration.
