Balloons and Their Use. Just some weeks after the Montgolfier brothers on 5 June 1783 in Vivarais had succeeded in sending up into the air a small hot-air balloon, the French Academy of Science (Académie de France) appointed a balloon commission for the purpose to closely follow the further development of the new machine. A number of the country’s most distinguished scientists were placed on the commission, like the chemist Lavoisier, the mathematician Monge and the botanist Brisson. During December 1783, after the successful manned ascents with the Montgolfiers’ hot-air balloon and Charles’ hydrogen balloon (21 November, 1 December), the commission presented a final report expressing its support for the new invention. On Lavoisier’s suggestion, a new commission was appointed, having with some exceptions the same members as the previous one. The commission singled out four areas for further study:
· The strength, weight and permeability of the envelope
· The production of hydrogen gas
· The vertical manoeuvrability of the balloon
· The horizontal manoeuvrability of the balloon
After a relatively short period of time the commission presented its finding regarding the first three issues under consideration. A different situation existed regarding the fourth question. One of the commission’s members, Meusnier, presented 1785 a detailed plan for the construction of a streamlined and manoeuvrable aerostat. Meusnier’s proposal anticipated the development of airships by more than 100 years. The problem was only that one of the airship’s most essential parts, a mechanical source of power, was not available during those days. Meusnier’s plan stayed therefore on paper. The second balloon commission did not present a final report. Despite its own research as well as the hundreds of proposals that during 1783–84 hade been sent to the Academy of Science, the commission reached the conclusion that the level of technological development at hand made it impossible to generate the power necessary for driving the aerostat forward.

Gaisa baloni un to izmantošana. Tikai dažas nedēļas pēc tam, kad brāļi Montgolfieri 1783. gada 5. jūnijā Vivaraisā veiksmīgi palaida gaisā mazu gaisa balonu, Franču Zinātņu Akadēmija (Academie de France) nozīmēja gaisa balonu komisiju ar mērķi cieši sekot līdzi jaunā mehānisma tālākajai attīstībai. Vairāki valstī visatzītākie zinātnieki tika iecelti šajā komisijā, kā, piemēram, ķīmiķis Lavoisier, matemātiķis Monge un botāniķis Brisson. 1783. gada decembrī pēc veiksmīgi pilotētā lidojuma ar brāļu Montgolfieru gaisa balonu un Charles ūdeņraža balonu (21.novembrī un 1.decembrī) komisija stādīja priekšā gala ziņojumu, izsakot atbalstu jaunajam izgudrojumam. Pēc Lavoisiera priekšlikuma tika norīkota jauna komisija, kurā piedalījās tie paši komisijas locekļi, kas iepriekšējā, izņemot dažus. Komisija turpmākiem pētījumiem izraudzījās četras sfēras:
· Apvalka izturību, svaru un caurlaidību
· Ūdeņraža gāzes ieguvi
· Gaisa balona vertikālās manevrēšanas spējas
· Gaisa balona horizontālās manevrēšanas spējas
Pēc samērā īsa laika perioda komisija stādīja priekšā savu atklājumu attiecībā uz pirmajiem trim aplūkojamajiem jautājumiem. Cita situācija pastāvēja attiecībā uz ceturto jautājumu. Viens no komisijas locekļiem, Meusniers, 1785. gadā stādīja priekšā detalizētu plānu vienkāršota un manevrējama gaisa balona konstrukcijai. Meusniera piedāvājums paredzēja gaisa kuģu attīstību par vairāk kā 100 gadiem. Problēma bija tā, ka viena no gaisa kuģa visbūtiskākajām sastāvdaļām, proti, jaudas mehāniskais avots, tajā laikā nebija pieejams. Tāpēc Meusniera plāns palika uz papīra. Otrā gaisa balonu komisija nestādīja priekšā gala ziņojumu. Neskatoties uz saviem pētījumiem, kā arī simtiem piedāvājumu, kas laika gaitā no 1783 līdz 1784. gadam tika nosūtīti uz Zinātņu Akadēmiju, komisija secināja, ka tehnoloģiskās attīstības līmenis radīja neiespējamu ģenerēt jaudu, kas nepieciešama, lai vadītu gaisa balonu uz priekšu.

Translation - Latvian “Mosties, mosties, mans mīļais, gaismiņa ir uzaususi, putni dzied un mēness ir norietējis.” Šādi skan meksikāņu dziesmas “Las Mananitas” vārdi, kas ir ekvivalenta mūsu “Sveiks lai dzīvo”. Tā tiek katru dienu skaļi un vareni skandēta restorānos un mājokļos visā valstī, bieži vien to izpilda ‘mariachi’ trupas muzikanti krāšņos tērpos. Šis pants šķiet jo īpaši piemērots, tā kā 15. septembrī Meksika svinēja savu 196. dzimšanas dienu – dienu, kad draudzes mācītājs Migels Idalgo (Miguel Hidalgo) pasludināja neatkarību no spāņu koloniālā jūga. Meksika rada aizmigušas valsts iespaidu laikā, kad apkārtējā pasaule nepārtraukti mainās. Chicago's other great claim to global-city fame rests on the dominance of its exchanges in the world trading of futures and derivatives. When the Chicago Mercantile Exchange started trading derivatives in 1972, almost everyone, including The Economist, pooh-poohed the idea. That was a mistake. It was a year after the dollar had been detached from its gold backing and, as Leo Melamed, the Merc's then chairman, was quick to see, a floating dollar meant multiple uncertainties that businessmen would want to hedge. Mr Melamed also saw that selling the future price of dollars was much like selling the future price of pork bellies. Thus was born the International Money Market, the world's first financial futures exchange, which was then taken over by the Merc. The Board of Trade followed suit five years later with trading in Treasury-bond futures. New York did nothing till the mid-1980s, when the New York Futures Exchange was started. It lasted about three years. The New York Commodities Exchange also tried and failed, as did Eurex, a German-Swiss affair.

Kad Čikāgas Tirdzniecības Birža laida apgrozībā derivātus 1972. gadā, gandrīz visi, tai skaitā arī žurnāls „Ekonomists”, nonievāja šo ideju. Tā bija kļūda. Gadu pēc tam, kad dolārs tika noņemts no zelta nodrošinājuma, “Merc” priekšsēdētājs Leo Melameds laicīgi pamanīja, ka mainīgais dolārs nozīmē lielu nenoteiktību, ar kuru biznesmeņiem būs jāsaskaras. Melameds ievēroja arī to, ka pārdot dolāra nākotnes cenu bija gandrīz tas pats, kas pārdot cūkgaļas nākotnes cenu. Šādi radās Starptautiskais Naudas Tirgus, kas ir pasaules pirmā nākotnes finanšu līgumu birža un kuru pārņēma kompānija “Merc”. Piecus gadus vēlāk Tirdzniecības Valde sekoja ar civilprocesu pārdot Valsts Kases obligāciju nākotnes līgumus. Ņujorka nereaģēja līdz astoņdesmito gadu vidum, kad tika dibināta Ņujorkas Nākotnes Līgumu Birža. Tā ilga 3 gadus. Arī Ņujorkas Patēriņa Preču Birža mēģināja uzsākt savu darbu, taču neveiksmīgi, tāpat kā “Eurex”, Vācijas-Šveices lieta.
