Japanese to English: The Prime Minister Has No Option But to Make His Visit a Frontal Attack on the Problems in Okinawa General field: Other Detailed field: Government / Politics
After six months, Prime Minister Naoto Kan has made a visit to Okinawa to have a conference with the Okinawan prefectural governor, Hirokazu Nakaima. He also went there to get a grasp on what is actually going on with the U.S. Army bases by inspecting the Futenma and Kadena Air Bases.
The previous prime minister, Hatoyama Yukio, broke his public promise that he would “at worst, move the base out of the prefecture,” and with the agreement made between the U.S. and Japan to relocate the Futenma Air Base to the village of Henoko in Nago City, there is a concrete distrust of Okinawa’s democratic administration.
The visit by the prime minister this time around is a belated one, but his cabinet is aiming to reconstruct the bond of trust with Okinawa and take the first step toward the prime minister and the Okinawan government facing and talking to one another in earnest about the various problems that Okinawa has.
Be that as it may, the process of reconstructing their relationship is going to be a rough one.
Regarding the relocation of Futenma, the prime minister is requesting Nakaima to reconsider the plan of relocating it to Henoko, saying it may not be the best option, but it is a “better option.”
However, he has not given a full explanation as to why it would be better to move the base to Henoko. The citizens of Okinawa will not be convinced one bit, just by him trying to explain how things got this way and the international circumstances of it all. Discussions with Nakaima, who made a public promise to move the base out of the prefecture because of the prefectural elections, will no doubt end as they began.
The governor criticized the prime minister’s better proposal of relocating to Henoko, saying that “having the base in any prefecture is going to be a bad idea,” and requested that he take another look at his agreement with the U.S.
Meanwhile, regarding the lump-sum grants that are being introduced into next year’s fiscal budget, the prime minister reported that they will be treating Okinawa with special favor, planning to allocate them at least 25 billion yen. He has also promised to replace the Okinawa Special Measures Promotion Act with the passing of a new law and legislation to facilitate the use of the base site once it has been restored.
Even after the Battle of Okinawa, when the U.S. armed forces rule returned, they continued to be a burden on Okinawa by setting up base there. There are no objections that it was crucial to keep a close eye on Okinawa in order to lessen the gap between them (Okinawa) and mainland Japan, the mainland having its roots in the historical sequence of events.
However, the prime minister should probably think again if he hopes to have some sway and change the governor’s mind by merely offering measures for promoting Okinawa.
No longer will Okinawa bear the burden of that base because of some American measures for promotion. Since last year’s general elections, if you take a look at the results of Nago’s mayoral and council elections and the previous prefectoral elections, it is clear how strongly the people of Okinawa feel.
Chief Cabinet Secretary Yoshito Sengoku previously invited strong revolt from the locals when he said in a speech that he “wants Okinawa to abide” the burden of the base.
Okinawa was asked about the idea that Yamato pushed an excessive amount of the burden of the base on them and whether it was to ensure the safety of all Japan or to deepen the alliance between the U.S. and Japan.
As I suspected, the only way for them to get back the trust of Okinawa is to tackle things full on and reduce the burden of the base on them.
Also included in the agreement between Japan and the U.S. is relocating some of the U.S. Army’s training to outside the prefecture and outside the country. The first priority is to allow the people of the prefecture to actually feel that the burden of the base is being reduced.
Part of the Marine Corps that was set to be relocated to Henoko will now be relocated to Guam and South Kadena. I think discussing with America whether this can be implemented without any involvement of Henoko in its relocation is worth sufficient consideration.
Moreover, along with great diplomatic efforts to stabilize the situation in East Asia, the key to this lies in how they can continue reducing the burden of the air base on Okinawa and whether they will be able to come up with any medium-term plans.
Japanese to English: It Is Essential That a Sincere Treaty for Nuclear Disarmament between America and Russia Be Carried Out General field: Other Detailed field: Government / Politics
Translation - English The U.S. Senate has approved of ratification of the newest Strategic Arms Reduction Treaty (START) between America and Russia, and soon President Barrack Obama will sign an instrument of ratification. With Russia’s ratification certain, the forecast is that the treaty will come into effect at the start of the new year, and I would like for both Russia and America to fulfill the treaty with honesty.
Based on the treaty, within seven years of having it come into effect, both America and Russia will try to have reduced the maximum number of strategically deployed nuclear warheads by 30 percent (1550 warheads each), compared to what it is now. They will also reduce the methods of transporting (delivering) the warheads, such as by long-range missiles, to 700 and carry out inspections of each other’s nuclear facilities.
It’s important that both countries keep on promoting the growth of trust and making sure to verify the other is curtailing its nuclear weaponry.
If America pushes the deployment of a missile defense system upon Europe, Asia has warned that it may withdraw from the treaty, for they are concerned that this missile defense system will be used to make the power of their own nuclear force weaker.
The conflicts surrounding the missile system must not put a premature end to the crucial matter of curtailing nuclear weapons. Even in achieving the goals set by the new START, there still remain many thousands of nuclear weapons being fired off. It is important that both America and Russia, who possess around 90 percent of said weaponry in the world, continue to work together in reducing it.
In the treaty, strategic nuclear warheads, which are not deployed in actual combat but rather sent to (bomb) emergency reserves, and tactical nuclear weapons (which are comparatively less powerful) are to be reduced, but they have not yet become targets of America and Russia’s attention.
Obama’s administration has shown intentions of dealing with the issue of reducing tactical weapons, and in accordance with this, Russia too should begin new curtailment negotiations. Another important task is to bind the disarmament of America and Russia to disarming other countries that possess nuclear weapons. In particular this includes China, which continues to modernize and reinforce its nuclear strength. America and Russia must keep on actively urging them to stop expanding their nuclear armaments and set out a plan of disarmament.
There are still countries such as North Korea and Iran who ignore the cautions of the international community and continue to develop nuclear arms. No matter how many times America and Russia request that these countries give up on doing this, if America and Russia don’t cut down on weapons themselves, then these other countries are just not going to listen to them.
To stop nuclear weapons from proliferating, America and Russia should put all their efforts into starting negotiations on a “cut-off” treaty, in which they prohibit the manufacture of plutonium and highly-enriched uranium that are the base materials for making them.
Due to the new START, Robert Gates, the American Secretary of Defense, has taken on a leading role in America’s prevention of the proliferation of nuclear arms, and he has expressed his pride in the “strengthening” of his role. If America ratifies the Comprehensive Nuclear-Test-Ban Treaty (CTBT), then I expect his power to lead will become even stronger.

2009年5月8日夜7時、GLIとempublic の共同企画「ＧliPub＠根津-世界の社会起業家シリーズ」の第1回が、文京区のempublic根津スタジオで開催された。日頃オンラインのつながりであるGLIネットワーカーや、社会起業家に関心のある個人17名がリアルに集まり、二人のネットワーカーのプレゼンに耳を傾け、活発な質疑応答をした。通訳はGLIネットワーカーの堀久美子さんが務め、交流タイムでは全員が自己紹介をしたあと、世界の社会起業家の現状とこれからの役割、日本と海外のネットワークのあり方などをフランクに語り合った。
１．Social Innovation Park（SIP）
SIPは、シンガポールを拠点とする社会起業家支援NPO。シンガポールで最年少の国会議員となったMs.Penny Lowが2006年に設立した。Arvin Panwarさんは北インド出身、200１年から東京でソニーのITプロジェクトマネージャーをしていたが、昨年Pennyが来日した際の交流会に参加して感銘を受け、日本支部設立を任せてほしいと理事会に働きかけて認められた。昨年末ソニーを退職し、ITコンサルタントとして働きながら、週の半分を、SIP、TED、Net Impactなどの社会活動に当てている。
SIPのミッションは、革新的なアイディア共有のハブになり、人々や団体をネットワーキングして、よりよい世界を実現すること。以下の３つのＥを提供する部門を持ち、段階的に社会起業家（以下ＳＥ）を支援している。
・Educate－主に初期段階のＳＥに対し、事業計画・マーケティングなどを教える
・Empower－専門家や投資元などの共有可能なオープンリソースにつなぐ
・Enhance－立ち上げ後の問題に対し、資源、最先端ビジネスのアイディア、
コンサルテーションなどの後方支援をしてSEを強化する
10人の社会起業家にこの３Ｅを提供して発展させれば、100人にリーチできるという理念のもと、SIPは以下の活動をおこなっているほか、ローカルベースでビジネスプラン・コンペティションや、コミュニティーとの連携プロジェクトなども行っている。
・PATH－Pop And Talent Hub 埋もれた才能に発表の場を与える シンガポール初の、有望な社会起業家を育てるシステム

その後、全員が自己紹介と感想を話した。90年代、みながＳＥのことを知らない頃から注目して発信を続けて来た市川裕康さんから、ＳＥは大きな流れであり、日本の新聞では報道されていないが、オバマ政権はoffice of Social Innovation を作り、草の根活動に巨額の予算をつけ、ＩＴも利用してダイナミックに推進しようとしていることが紹介された。
In May a meeting was held at Empublic's Nezu studio in Bunkyo ward by GLI and Empublic's first co-operative project GLIPub at Nezu's social entrepreneurs of the World Series. In all 17 people including GLI Networkers with regular online connections and several individuals interested in social entrepreneurs met and listened to two Networker's presentations followed by an active question and answer session.
GLI Networker Kumiko Hori works in translation and after all the members had introduced themselves during the exchange time, they spoke together frankly of things like the current situations and the roles of social entrepreneurs, and how they should develop networks between Japan and overseas.
Social Innovation Park (SIP)
The SIP is a Non-profit organisation for social entrepreneur support based in Singapore. Ms Penny Low, who became the youngest diet member, established it in 2006. Arvin Panwar, comes from North India and since 2001 has been the IT Project Manager of Sony in Tokyo.
Last year, he attended the exchange meeting held during Penny's visit to Japan and was deeply impressed by her. He recognised that, if he wanted to be entrusted with the Japan branch foundation, he would have to appeal to the board of directors. At the end of last year he resigned from Sony and got himself involved with the social activities such as SIP, TED, NED and Impact etc for half of the week, whilst working as an IT consultant.
SIP's mission is to realise a better world by networking people and organisations and becoming the joint hub for innovative ideas. SIP has a category offering the following 3 Es, the stages of support for entrepreneurs.
Educate - Mainly teaching things like business plans, marketing and addressing the initial stage of SE.
Empower - Specialists and investments; things to do with connecting to open resources that are co-operatively feasible.
Enhance - Offering logistical support which includes things such as addressing the problems after starting up a business, resources, cutting-edge business ideas, consultations, and the original idea that if they can make 10 social entrepreneurs, who strengthen SE, develop by offering these 3 Es, they can then reach 100 people. SIP hold the following (below) activities, as well as projects such as business plan competitions, and joint projects with the community at a local base.
PATH - Pop And Talent Hub - Singapore's first system for raising promising social entrepreneurs, which grants an occasion for publicity to hidden talent.
GSIF - Global Social Innovator�s Forum - The world forum where well-known SEs participate, is scheduled for its meeting this year from October 1 - 3.
Giants in Conversation - Lectures from well-known social entrepreneurs and cultural exchange (aimed at industrialists, stakeholders, partners and members).
Chatterbox - Debates and workshops by local social entrepreneurs (aimed at students, social entrepreneurs and community leaders).
Global Initiatives - For the diffusion of ideas, student organisations in China, Indonesia, Canada and America have also established branches of SIP that acted as individual organisations. Hereafter they are also establishing in India and Japan. At the Japan branch, SNS (who specialise in SE) are in the middle of preparations.
The participants have questions about the points that are difficult and the way they look for a leader. Arvin replied, 'Being able to be entrusted with the SIP Japan branch was probably down to how I inspired the members and Penny with my enthusiasm.
Hereafter we must find a core team leader, but more than that, we need people who will bridge the cultural divide between Asia and Japan, and who are already in the SE world. I feel that it's quite difficult to manage a NPO in Japan and I am seeking a motivated core member and an advisor.' Hirohishi, the facilitator points out about the meaning of networking beyond the SE world that, even local activities, if the prerequisite differs (from what is expected), have advantages such as ideas that will be widespread and stimulated.
Harvard Social Enterprise Conference and Shanghai Visit Report
It was because of his experience as a volunteer for the Hokkaido Nanseioki Earthquake (1993) and The Great Hanshin Earthquake (1995) during his period at university that Tanabe Yutaka decided to tackle social problems.
After graduation he worked for a manufacturing company and a foreign consulting company. His younger sister married a blind and deaf person, and from that he realised that the employment conditions of those people were severe, and that their massage skills were of very high quality.
He started a social company called TEGATARI, which provides an office massage service where a masseuse who is blind and a contactor visit corporate meeting rooms. Its mission is to broaden horizons and pursue a high vision, and accordingly, enhance material and spiritual social values and build a society where all people can enjoy their work.
Every year since 2003, Tanabe participates in the Harvard Social Enterprise Conference, which for SE is one of the world's major conferences, and actively promotes activities for it. This is because he thinks that just as the IT business leaders visit Silicon Valley in order to gather information and make personal contacts, the conference will become an occasion which has the same meaning to the non-profit sector.
At this year's keynote speech, Endeavor's (The world's foremost social enterprise, which supports Latin American venture managers) Founder Linda Rottenberg pointed out that social enterprise is gradually becoming ranked within the capitalist mainstream. At the speech commemorating the 10 year anniversary, Ashoka Foundation's CEO Bill Drayton explained how SE's spirit has been useful to society since the Industrial Revolution, and pointed out that SE's moving into the non-profit sector will improve productivity and contribute to drastic social reforms.
The Keizai Doyukai (Japan Association of Corporate Executives) also sent their first mission to the convention and Tanabe, accompanying them on their visit to Ashoka headquarters, pointed out that the understanding of SE is rapidly expanding even among the Japanese economic world.
On the other hand, in November last year he visited Shanghai with Social Innovation Osaka's Shi Zhi'an and by GLI's arrangements, they had an exchange meeting with SE and GLI Networkers in Shanghai At Fudan University, as the special guest of the Centre of Dream Enterprise course, he made a speech, and visited the social enterprise Home Sweet Home that carries out job creation and vocational training for disabled people who are homeless. So they carried out marketing to target wealthy people, and confirmed the aspects in which the design created employment.
Next, at the exchange meeting with practitioners, he heard from the people engaging in real work for disabled people that in Shanghai alone, there are 110,000 people with visual impairment (300,000 people in the whole country) and of that 10,000 people make a living in areas like massage, but the employment of the remaining 100,000 people is still a matter that has not yet been settled, and he showed his concern for matters of spreading business models like the office massage one.
On the last day of visits, he participated in the Sichuan revival aid charity event planned by the Handson Chengdu organisation, and he felt that as the trigger of the social enterprise chancing to be born in China, many social challenges have been caused by the major earthquake. Also, in January of this year the group of Chinese entrepreneurs visiting Japan, jointly invited by the GLI - ETIC - SVP, got into Osaka in the evening as GLI networker Tanabe, planned a forum to gather authorised SE personnel from Kansai. He made introductions of the Chinese SE 's approaches to nearly 80 participants, also gave a brief introduction about Kansai SE's situation.
Lastly, regarding the knack of the operation of a social enterprise and an NPO in Japan, Tanabe told Arvin that the most important things were to, 'think big, have good communication, pursue quality of work, and have a strategy.' He finished the presentation by quoting a story of the Yonezawa Feudal Lord, Uesugi Yozan, when in front of people perplexed by economic crisis the same as those of the present, he said that just like every single spark will finally spread a fire, every one of you can finally cause a social reformation.
At the question and answer session, there were questions regarding things like the viewpoints on the current SE boom, the relations with average people and the strength that is necessary to spread social reform from the people to the country.
Tanabe responded that, the boom is good, but in fact, SE's actual strength is not catching up all that well. The most vital strength that SE has is their enthusiasm, and getting actual results and sharing that enthusiasm in society is what is valuable. SE is there, and there are also the citizen clients who purchase SE's goods and services, as well as organisations, private enterprises, finance organisations, and governments and such that support SE.
If all these separated various stakeholders are tied up together, it is called cooperation. This is the real significance of social innovation. Also, inquiries were made about the visions and hopeful market scale of SE in the future of Japan. Tanabe introduced that the Ministry of Economy, Trade and Industry presented preliminary calculations that after three years the present social business market scale of 240 billion yen would be a little more than three times that amount.
Also, he answered that personally, he has the objective of creating jobs for 10,000 disabled masseuses in Japan and the world by the year 2020. The bottom-up approach from the non-government sector, and the top-down approach (from the government), are 2 valuable things and the democratisation of starting up a new business is important.
Furthermore, in facing questions like how to get sympathy, he responded with: 'I think to get sympathy from other people, not being self-righteous and 'becoming a well presented person' are important things, and you will be able to break through the status quo if explaining using language your partner understands.'
After that, regarding SE's general situation in Japan and the world, Hiroishi explained as follows, 'In these years, the mainstream views of SE in Europe and America will be quickly expanded. The world's young elite will come to consider a place of employment where they will be able to contribute to society and SE is becoming one alternative of that sort of place (i.e. the sort of place that would employ the young elite).'
Also, at the 2008 Davos meeting 'The Power of Unreasonable People' by John Elkington was distributed to all the members, and the top world economies' awareness of SE increased. Also, I have the feeling that in China, the youngsters in China and Japan are very similar, and so we can globally share this feeling. I think, why not deepen this feeling whilst discussing it?'
After that, all the members made self introductions and spoke about their impressions. Ichikawa Hiroyasu, who has shown great concern in SE since the 90's when people didn't know anything about it and who has kept sending information of SE, introduced that SE is a big trend. Although it wasn't reported in the Japanese newspapers, the Obama administration created the Office of Social Innovation, set a huge budget for the grassroots activities, and tried to promote SE dynamically by utilising IT as well.
Kijima Hirotsugu, who once said 'It's not necessary to give SE special treatment', and who was once engaged in a big talk with Hiroishi when editing, the ETIC collection of SE cases known as 'Smile', said he is putting effort into fundraising to support the 157 organisations he is connected to, and pointed out that if we focus our attention too much on boosting opportunities and recognition, social business supporters may increase, but there will be the problem that the number of practitioners won't increase.
From his experience of developing business in Singapore, he told Arvin that realistically, mutual fundraising has the most potentiality, rather than working on forums and PATH. Besides, by applying Singapore's role as the hub and exporting superior Japanese technology, they can bring about innovations overseas.
Facing this, Tanabe responded that, 'I also create employment for disabled people and also think there are many actual places, where they have various approaches. The intermediate support organisation is of course important, their point of view whether high or low will decide to what extent the practitioners, and the future of that area and that country should aim.
As the practitioners sometimes poorly express themselves, the intermediate support organisation will become interpreters, and skilfully tell the business sector what work this organisation is doing and in what way they are doing it, so that what the organisation is doing becomes widely known. If their point of view is low, then new concepts and such won�t spread.
It might also be the reason that Japan is falling behind worldwide in the spreading of SE.' Arvin said also that with the valuable combination of 'real passion' and a 'real brain', battles can also be understood.

Method of Self-study
Your conversation ability is already perfect so, so far all you need do is continue your study method and if anything, further increase your contact with English speaking citizens, and acquire culture with broad, deep English language targets. READING and WRITING both reach a considerable level, but in order to increase the degree of accuracy further, it would be beneficial if you used intensive reading and speed reading together. For speed reading, English and Americans on average take as their target 250-300 words per minute. The benefit of speed reading is that you come into contact with many English words and you get plenty of experience, and you can put that experience to use in the WRITING section.
