Michael Obi's hopes were fulfilled much earlier than he had expected. He was appointed headmaster of Ndume Central School in January 1949. It had always been an unprogressive school, so the Mission authorities decided to send a young and energetic man to run it. Obi accepted this responsibility with enthusiasm. He had many wonderful ideas and this was an opportunity to put them into practice. He had had sound secondary school education which designated him a 'pivotal teacher' in the official records and set him apart from the other headmasters in the mission field. He was outspoken in his condemnation of the narrow views of these older and often less educated ones.
'We shall make a good job of it, shan't we?' he asked his young wife when they first heard the joyful news of his promotion.
'We shall do our best,' she replied. 'We shall have such beautiful gardens and everything will be just modern and delightful...' In their two years of married life she had become completely infected by his passion for 'modern methods' and his denigration of 'these old and superannuated people in the teaching field who would be better employed as traders in the Onitsha market.' She began to see herself already as the admired wife of the young headmaster, the queen of the school.
The wives of the other teachers would envy her position. She would set the fashion in everything... Then, suddenly, it occurred to her that there might not be other wives. Wavering between hope and fear, she asked her husband, looking anxiously at him.
'All our colleagues are young and unmarried,' he said with enthusiasm which for once she did not share. 'Which is a good thing,' he continued.
'Why?'
'Why? They will give all their time and energy to the school.'
Nancy was downcast. For a few minutes she became sceptical about the new school; but it was only for a few minutes. Her little personal misfortune could not blind her to her husband's happy prospects. She looked at him as he sat folded up in a chair. He was stoop-shouldered and looked frail. But he sometimes surprised people with sudden bursts of physical energy. In his present posture, however, all his bodily strength seemed to have retired behind his deep-set eyes, giving them an extraordinary power of penetration. He was only twenty-six, but looked thirty or more. On the whole, he was not unhandsome.
'A penny for your thoughts, Mike,' said Nancy after a while, imitating the woman's magazine she read.
'I was thinking what a grand opportunity we've got at last to show these people how a school should be run.'
Ndume School was backward in every sense of the word. Mr Obi put his whole life into the work, and his wife hers too. He had two aims. A high standard of teaching was insisted upon, and the school compound was to be turned into a place of beauty. Nancy's dream-gardens came to life with the coming of the rains, and blossomed. Beautiful hibiscus and allamanda hedges in brilliant red and yellow marked out the carefully tended school compound from the rank neighbourhood bushes.
One evening as Obi was admiring his work he was scandalized to see an old woman from the village hobble right across the compound, through a marigold flower-bed and the hedges. On going up there he found faint signs of an almost disused path from the village across the school compound to the bush on the other side.
'It amazes me,' said Obi to one of his teachers who had been three years in the school, 'that you people allowed the villagers to make use of this footpath. It is simply incredible.' He shook his head.
'The path,' said the teacher apologetically, 'appears to be very important to them. Although it is hardly used, it connects the village shrine with their place of burial.'
'And what has that got to do with the school?' asked the headmaster.
'Well, I don't know,' replied the other with a shrug of the shoulders. 'But I remember there was a big row some time ago when we attempted to close it.'
'That was some time ago. But it will not be used now,' said Obi as he walked away. 'What will the Government Education Officer think of this when he comes to inspect the school next week? The villagers might, for all I know, decide to use the schoolroom for a pagan ritual during the inspection.'
Heavy sticks were planted closely across the path at the two places where it entered and left the school premises. These were further strengthened with barbed wire.
Three days later the village priest of _Ani_ called on the headmaster. He was an old man and walked with a slight stoop. He carried a stout walking-stick which he usually tapped on the floor, by way of emphasis, each time he made a new point in his argument.
'I have heard,' he said after the usual exchange of cordialities, 'that our ancestral footpath has recently been closed...'
'Yes,' replied Mr Obi. 'We cannot allow people to make a highway of our school compound.'
'Look here, my son,' said the priest bringing down his walking-stick, 'this path was here before you were born and before your father was born. The whole life of this village depends on it. Our dead relatives depart by it and our ancestors visit us by it. But most important, it is the path of children coming in to be born...'
Mr Obi listened with a satisfied smile on his face.
'The whole purpose of our school,' he said finally, 'is to eradicate just such beliefs as that. Dead men do not require footpaths. The whole idea is just fantastic. Our duty is to teach your children to laugh at such ideas.'
'What you say may be true,' replied the priest, 'but we follow the practices of our fathers. If you re-open the path we shall have nothing to quarrel about. What I always say is: let the hawk perch and let the eagle perch.' He rose to go.
'I am sorry,' said the young headmaster. 'But the school compound cannot be a thoroughfare. It is against our regulations. I would suggest your constructing another path, skirting our premises. We can even get our boys to help in building it. I don't suppose the ancestors will find the little detour too burdensome.'
'I have no more words to say,' said the old priest, already outside.
Two days later a young woman in the village died in childbed. A diviner was immediately consulted and he prescribed heavy sacrifices to propitiate ancestors insulted by the fence.
Obi woke up next morning among the ruins of his work. The beautiful hedges were torn up not just near the path but right round the school, the flowers trampled to death and one of the school buildings pulled down... That day, the white Supervisor came to inspect the school and wrote a nasty report on the state of the premises but more seriously about the 'tribal-war situation developing between the school and the village, arising in part from the misguided zeal of the new headmaster'.

تحققت آمال مايكل أوبي أسرع مما توقع. فقد تعيّن مديراً لمدرسة ندومي المركزية في يناير من عام 1949م. ظلت تلك المدرسة على الدوام متأخرةً ولذلك قررت الجهة المسؤولة عن البعثة إرسال رجل شاب ونشط لإدارتها. وقد تقبل أوبي تلك المسؤولية بحماس. كانت لديه الكثير من الأفكار المدهشة وقد سنحت الفرصة لتطبيقها. لقد حصل على تعليم ثانوي مميز مما جعل اسم يُضاف إلى السجلات بصفة "معلم محوري" وأعطاه قدراً من التميز عن بقية مديري المدارس في البعثات. كما كان مفوَهاً في إدانته وشجبه للآراء الضيقة لأولئك المعلمين كبار السن والأقل تعليماً في الغالب.

"جميع زملائنا شباب وغير متزوجين" أجابها زوجها بحماس لم تشاركه فيه. ثم أضاف: "وهو أمر جيد"
"لماذا؟"
"لماذا؟ سيهبون كل وقتهم وطاقتهم للمدرسة."

في إحدى الأمسيات عندما كان أوبي يتأمل نتائج عمله بإعجاب، اندهش لرؤية امرأةٍ عجوزٍ من القرية تسير ببطءٍ عابرةً المجمع وسط حوض أزهار المخملية والشجيرات. وعندما ذهب إلى ذلك الموضع اكتشف آثار ممر باهتٍ من القرية عبر مجمع المدرسة إلى الشجيرات القائمة على الجانب الآخر.
"يدهشني الأمر" قال أوبي لأحد المعلمين الذي عمل في المدرسة منذ ثلاث سنين، "يدهشني أنكم تسمحون للقرويين باستخدام هذا الممر . إنه أمر لا يصدّق." هزّ رأسه.
"هذا الممر" قال المعلم بلهجة معتذرة "يبدو بالغ الأهمية بالنسبة لهم. ورغم أنه نادراً ما يُستخدم إلا أنه يربط ضريح القرية بمدافنها".
"وما علاقة ذلك بالمدرسة" سأل المدير.
"حسناً، لست أدري" أجاب المعلم مع هز كتفيه. "لكنني أتذكر أن جلبةً كبيرةً حدثت عندما حاولنا في مرةٍ من المرات إغلاقه".
"كان ذلك في الماضي. لكنه لن يستخدم بعد الآن" قال أوبي وهو يسير مبتعداً. "ما الذي سيعتقده مفتش التعليم الحكومي بهذا الخصوص عند مجيئه لتفتيش المدرسة الأسبوع المقبل؟ وحسب علمي أن هؤلاء القرويين يمكن أن يقرروا استخدام واحداً من فصول المدرسة لشعائر وثنية أثناء التفتيش"
غُرست أعواد سميكة متقاربة على ذلك المسار عند نقطة دخوله إلى حرم المدرسة وعند نقطة خروجه منها. ثم تمت تقويتها تلك الأعواد بشبكٍ من السلك الشائك.
بعد ثلاثة أيام جاء قسيس القرية لزيارة المدير. كان رجلاً مسناً ويسير بإنحناءةٍ خفيفة. كان يحمل عصاً غليظة يتوكأ عليها ويطرق بها الأرضية، لمزيد من التأكيد، كلما أوضح نقطة جديدة في جداله.
وبعد تبادل التحايا الرسمية المعتادة قال: "سمعت أن مسار أسلافنا قد أُغلق ..."
"نعم" أجاب مستر أوبي. "لن نسمح للناس باستخدام مجمع المدرسة كطريقٍ مرورٍ سريع".
"انظر إلىّ يا بني" قال القسيس وهو يدلي عصاه إلى أسفل، "كان هذا الممر هنا قبل أن تولد أنت وقبل أن يولد والدك. وتعتمد كل حياة القرية عليه. يغادر أقرباؤنا المتوفون عن طريقه ويزورنا أسلافنا عن طريقه. لكن الأهم من ذلك أنه الطريق الذي يأتي منه الأطفال الذين سيولدون ..."
نظر مستر أوبي وقد زينت وجه ابتسامة راضية.
"إن الغرض الكلي لمدرستنا" قال أخيراً "هو استئصال مثل هذه الاعتقادات. إن الموتى ليسو بحاجة إلى دروب ومسارات. إن الفكرة كلها خيالية. وواجبنا أن نعلم أطفالكم كيف يضحكون على مثل هذه الأفكار".

"ليس لدي مزيد قول" قال القسيس العجوز الذي كان قد خرج بالفعل.
بعد يومين توفيت امرأة شابة في القرية في الولادة. أُستشير العراف على الفور فنصح بقرابين كثيرة استرضاءً للأسلاف الحانقين بسبب ذلك السور.

China Is Quietly Reshaping the World

The Pakistani town of Gwadar was until recently filled with the dust-colored cinderblock houses of about 50,000 fishermen. Ringed by cliffs, desert, and the Arabian Sea, it was at the forgotten edge of the earth. Now it’s one centerpiece of China’s “Belt and Road” initiative, and the town has transformed as a result. Gwadar is experiencing a storm of construction: a brand-new container port, new hotels, and 1,800 miles of superhighway and high-speed railway to connect it to China’s landlocked western provinces. China and Pakistan aspire to turn Gwadar into a new Dubai, making it a city that will ultimately house 2 million people.
China is quickly growing into the world’s most extensive commercial empire. By way of comparison, after World War II, the Marshall Plan provided the equivalent of $800 billion in reconstruction funds to Europe (if calculated as a percentage of today’s GDP). In the decades after the war the United States was also the world’s largest trading nation, and its largest bilateral lender to others.
Now it’s China’s turn. The scale and scope of the Belt and Road initiative is staggering. Estimates vary, but over $300 billion have already been spent, and China plans to spend $1 trillion more in the next decade or so. According to the CIA, 92 countries counted China as their largest exports or imports partner in 2015, far more than the United States at 57. What’s most astounding is the speed with which China achieved this. While the country was the world’s largest recipient of World Bank and Asian Development Bank loans in the 1980s and 90s, in recent years, China alone loaned more to developing countries than did the World Bank.
Unlike the United States and Europe, China uses aid, trade, and foreign direct investment strategically to build goodwill, expand its political sway, and secure the natural resources it needs to grow. Belt and Road is the most impressive example of this. It is an umbrella initiative of current and future infrastructure projects. In the next decades, China plans to build a thick web of infrastructure around Asia and, through similar initiatives, around the world.
Most of its funding will come in the form of loans, not grants, and Chinese state-owned enterprises will also be encouraged to invest. This means, for example, that if Pakistan can’t pay back its loans, China could own many of its coal mines, oil pipelines, and power plants, and thus have enormous leverage over the Pakistani government. In the meantime, China has the rights to operate the Gwadar port for 40 years.
Belt and Road is China’s biggest foreign policy initiative to date, but it’s no Marshall Plan. Beijing is not doing this out of altruism, or out of a desire to stabilize the countries it loans to. So why spend such enormous sums on its neighbors? For one thing, China is too dependent on its eastern seaboard and the narrow Malacca Strait near Singapore to get goods in and out of its vast territory; for example, over 80 percent of its oil goes through the Strait. So building trade routes through Pakistan and Central Asia makes sense. Belt and Road also helps China invest its huge currency reserves and put its many idling state-owned enterprises to work.
The initiative also has a positive side effect for Beijing: Some Chinese government officials say specifically that it’s about competing with the United States. At a minimum, it creates leverage to make many smaller countries feel economically beholden to China.
So what does all this mean for the “liberal international order” that the U.S. did so much to create and uphold over the past seven decades? The effect is not all bad.
If the point of that order was to secure peace and prosperity, there are ways in which China’s largesse actually complements it. Countries that trade more generally fight less, not just with their trading partners, but with the world in general. In its own way, China is thus helping to uphold international peace. Yet even if there is less interstate war under a “Pax Sinica,” an era when many small “donee” states are beholden to China means that on a slew of other issues—from counterterrorism to sanctioning countries at odds with the West—the U.S. will find it harder to impose its will.
On the prosperity question, China’s economic impact on the countries it lends to so far seems mixed at best. While the 20 percent or so that China gives in traditional aid does help local economies, most of its largesse comes as loans, which have not been as helpful. Scholars who looked at Chinese investment in Africa 1991 to 2010 found that Chinese assistance does not appear to help economic growth, and that inexpensive Chinese imports often displace African local firms, and thus hurt employment in small enterprises. China usually requires donee countries to use Chinese firms to build roads and ports, and so doesn’t employ local firms or train local workers. In Pakistan, for example, 7,000 Chinese nationals are working on the economic corridor—they bring their own cooks, have separate housing, and don’t interact much with the locals. Relatively few Pakistanis are working on the actual road and rail-building (and thus developing skills)—but Pakistan has deployed nearly 15,000 security personnel to guard the Chinese. Soldiering is not a skill Pakistan needs more of.
Also, while Chinese loans used to have low interest rates around 2.5 percent, they are now creeping up to near 5 percent or more. This will make them harder to repay. While those who receive Chinese funds are happy to fix their power shortages and improve their roads, they may be mortgaging their futures.
Perhaps the biggest challenge China’s efforts pose to the “liberal international order” is that, in contrast to most Western aid and loans, Belt and Road projects often encourage terrible governance, environmental, and human rights standards, although China’s record on this has improved somewhat over the past few years.
China is often the largest investor in countries that others ostracize—because they are run by dictators, don’t respect human rights, and are corrupt—such as Zimbabwe, North Korea, Niger, Angola, and Burma. Ugandan President Yoweri Museveni—no guardian of human rights—explained that he likes Chinese investment because they “don’t ask too many questions,” and “come with … big money, not small money.” Of course, while the U.S. and Europe insist on high standards for their aid projects today, both their companies and governments also had terrible records on human rights and the environment when they ventured to India, Africa, Latin America in the 19th and early 20th centuries.
On worker safety and the environment, when China first ventured abroad, its standards were often abysmal. In some areas, Chinese firms still leave behind a mess of underpaid miners, devastated forests, and ruined rivers. Yet China is learning quickly. In 2017, the Chinese government published new, more stringent guidelines for outbound investors. China’s new infrastructure investment bank, the AIIB, wants to apply world-class standards, and many Chinese companies—including the national oil behemoth CNOOC—are improving rapidly.
If China’s geoeconomic push continues, it will be its largest legacy and have a profound impact on the world—not necessarily all negative. Since the West doesn’t have $1 trillion to lavish on developing country infrastructure in a new great game, its best choice may be to coopt and shape this juggernaut. If the Belt and Road initiative is a success, asphalt will be smoother, logistics will run faster, and countries that were cut off from world markets will be able to trade more. If the research cited above holds true, that will lead to fewer interstate wars, although it will make many small countries beholden to China. President Xi emphasized in both his 2015 and 2017 visits to the United States, and at Davos, that China wants a more equitable international system, but it does not want to unravel the international order. By encouraging China to raise the labor, human rights and environmental standards of their projects, the world should hold him to it.

سيكون معظم تمويل هذا المبادرات في شكل قروض بدلاً عن منح مع تشجيع المؤسسات الصينية التي تملكها الدولة على الاستثمار. ويعني ذلك، على سبيل المثال، أنه إذا عجزت باكستان عن سداد القروض فيمكن للصين أن تستحوذ على العديد من مناجم الفحم وخطوط أنابيب النفط ومحطات توليد الطاقة ومن ثم يكون لديها تأثير كبير على الحكومة الباكستانية. وفي نفس الوقت فإن للصين حق تشغيل ميناء غوادار لمدة أربعين عاماً.
إن مبادرة “الحزام والطريق” تعتبر أكبر مبادرة سياسية خارجية للصين حتى الآن لكنها لا تشبه خطة مارشال. ولا تقوم بكين بهذه المبادرات من قبيل الإيثار أو الرغبة في تعزيز استقرار الدول التي تقرضها. فلماذا إذن تنفق هذه المبالغ الطائلة على جيرانها؟ تعتمد الصين من ناحية على ساحلها الشرقي ومضيق ملقا الضيق قريباً من سنغافورة لدخول وخروج السلع من أراضيها الشاسعة حيث تصدّر على سبيل المثال أكثر من 80% من إنتاجها النفطي عبر ذلك المضيق وذلك ما يبرر تأسيسها لممرات تجارية عبر باكستان وآسيا الوسطى. ومن ناحية أخرى تساهم مبادرة “الحزام والطريق” الصين في استثمار احتياطياتها النقدية الضخمة وتشغيل العديد من مؤسساتها الحكومية الخاملة.
ستحقق المبادرة أيضاً آثاراً جانبيةً إيجابية لبكين: حيث يشير بعض المسؤولين الحكوميين الصينيين إلى أن للأمر علاقة بالمنافسة مع الولايات المتحدة. وكحدٍ أدنى فإن تلك المبادرات تجعل العديد من الدول الصغيرة تشعر بارتباطها بالصين اقتصادياً.
فماذا يعني ذلك بالنسبة لـ “ النظام العالمي الليبرالي” الذي بذلت الولايات المتحدة قصارى جهدها في إنشائه وترسيخه خلال العقود السبعة المنصرمة؟ إن تأثير هذه الأنشطة ليس سيئاً بالكامل.
فإذا كان محور هذا النظام هو تأمين السلام والإزدهار فإن نمو الصين يساهم بعدة طرق في هذا الصدد. ويأتي ذلك من حقيقة أن الدول التي تركز كثيراً على التجارة يكون لديها ميلٌ أقل لخوض الحروب، ليس مع حلفائها التجاريين فحسب وإنما مع العالم بصورةٍ عامة. ويعني ذلك أن الصين تدعم السلام العالمي بطريقتها الخاصة. وحتى لو كانت هنالك حروب أقل بين الدول تحت “أيقونة السلام”، فإن العصر الذي تغلب عليه دول صغيرة متلقية للمنح مرتبطة بالصين يعني، اعتماداً على مواضيع أخرى مثل محاربة الإرهاب إلى معاقبة الدول التي على خلاف مع الغرب، فسيكون من الصعب على الولايات المتحدة أن تفرض مشيئتها.
أما بالنسبة للإزدهار والنماء فإن الأثر الاقتصادي للصين على الدول التي تقرضها يبدو حتى الآن مختلطاً في أحسن الأحوال. ففي حين أن نسبة العشرين بالمئة التي تقدمها الصين في شكل مساعدات تدعم الاقتصادات المحلية فإن معظم معظم مساهماتها تأتي في شكل قروض، وهي قروض لم تساعد كثيراً. توصل الباحثون الذين درسوا الاستثمارات الصينية في أفريقيا في الفترة 1991-2010م إلى أنه لا يوجد ما يشير إلى أن المساعدات الصينية عززت نمو تلك الاقتصادات وأن الواردات الصينية الرخيصة أخرجت في الغالب الشركات الأفريقية من السوق ومن ثم تسببت بالإضرار بالقوى العامة في المنشآت الصغيرة. وتشترط الصين في العادة على الدول المتلقية للقروض أن تقوم الشركات الصينية بإنشاء الطرق والموانئ والتي لا تستخدم القوى العاملة من الشركات المحلية أو عمالة السكك الحديدية. ففي باكستان على سبيل المثال، يعمل 7,000 صيني على الممر الاقتصادي جالبين معهم طباخيهم ويعيشون في مساكن منفصلة ولا يتداخلون مع السكان المحليين. وفي نفس الوقت فإن عدداً أقل نسبياً من الباكستانيين يعملون في إنشاء الطرق والسكك الحديدية بالفعل (ومن ثم يطورون مهاراتهم) - لكن باكستان خصصت حوالي 15,000 من القوات الأمنية لحراسة الصينيين. ومن المعلوم أن العسكرية ليست مهارةً تحتاج باكستان إلى تطوير المزيد منها.
إضافةً إلى ذلك، وفي حين أن نسبة الفائدة على القروض الصينية كانت في حدود 2.5% فإن هذه النسبة ارتفعت في الوقت الحالي إلى حوالي 5% أو أكثر. وستجعل تلك النسبة سداد هذه القروض عسيراً. وفي حين أن الدول المتلقية للأموال الصينية تشعر بالارتياح لسد فجوات الطاقة لديها وتطوير طرقاتها فإنها ربما ترهن مستقبلها.
ربما يكون أكبر تحدٍ تفرضه جهود الصين في وجه “النظام الليبرالي العالمي” هو، على عكس معظم المساعدات والقروض الغربية، أن مشاريع “الحزام والطريق” تشجع إجراءاتٍ مريعة بخصوص الحوكمة والبيئة وحقوق الإنسان، رغم أن سجل الصين في هذا السياق قد تحسن إلى حد ما خلال السنوات القليلة المنصرمة.
تستثمر الصين في الغالب في دول يمقتها الآخرون بسبب أنها تخضع لحكم دكتاتوري ولا تحترم حقوق الإنسان ويسود فيها الفساد مثل زيمبابوي وكوريا الشمالية والنيجر وأنغولا وبورما. وقد أشار الرئيس الأوغندي يوري موسفيني، الذي تأتي حقوق الإنسان في ذيل قائمة أولوياته، إلى أنه يحب الاستثمارات الصينية لأن الصينيين “لا يطرحون الكثير من الأسئلة” و “يأتون محملين بالكثير من الأموال، ليست حفنةً من الأموال”. وفي حين أن الولايات المتحدة ودول أوروبا تفرض معايير عالية لمشاريع العون التي تقدمها، فإن شركاتهم ودولهم لها أيضاً سجلات فظيعة في ما يتعلق بحقوق الإنسان والبيئة في أعمالها في الهند وأفريقيا وأمريكا اللاتينية في القرنين التاسع عشر والعشرين.
بالنسبة لسلامة القوى العاملة والبيئة وعندما بدأت الصين مشاريعها الخارجية فقد كانت معاييرها في الدرك الأسفل. وفي بعض الدول ما زالت الشركات الصينية تترك وراءها فوضى عارمة من عمال التعدين ذوي الرواتب المتدنية والغابات المدمرة والأنهار المخربة. إلا أن الصين تتعلم بسرعة. ففي عام 2017م أصدرت الحكومة الصينية موجهات جديدة أشد صرامةً لمستثمريها في الخارج. ويرغب البنك الصيني للاستثمار في البنيات التحتية (AIIB) في تطبيق معايير عالمية المستوى وتشهد العديد من الشركات الصينية، بما فيها عملاق صناعة النفط CNOOC، تطوراً سريعاً في هذا الصدد.
وإذا استمر زخم الصين الجغرافي الاقتصادي فسيشكل أكبر إرثٍ لها ويكون له أثر كبير على العالم وليس بالضرورة أن يكون هذا الأثر سلبياً. إن الغرب لا يملك 1 ترليون دولار لينفقها على البنيات التحتية في الدول النامية في هذه اللعبة الجديدة ولذلك فإن الخيار الأفضل المتاح له قد يتمثل في استمالة هذه القوة الماحقة. وفي حال نجاح مبادرة “الحزام والطريق” ستكون الطرق معبدةً وستسير حركة النقل بيسرٍ أكثر وستصبح الدول التي كانت معزولةً عن الأسواق العالمية قادرةً على زيادة تعاملاتها التجارية. وإذا تحققت توقعات الدراسة المشار إليها أعلاه فإن ذلك سيؤدي إلى الحد من الحروب بين الدول رغم أنه سيجعل العديد من الدول الصغيرة مدينةً للصين. أكد الرئيسي زي في زيارتيه إلى الولايات المتحدة في عامي 2015م و2017م وفي مؤتمر دافوس أن الصين تطمح إلى نظام عالمي أكثر عدالةً لكنها لا ترغب في إرباك أو خلخلة النظام العالمي. ويجب أن يدفع العالمُ الصين في هذا الاتجاه بتشجيعها على ترقية المعايير التي تطبقها في مجالات القوى العاملة وحقوق الإنسان والبيئة.
