English criminal law

English criminal law refers to the body of law in England and Wales which deals with crimes and their consequences. Criminal acts are considered offences against the whole of a community. The state and certain international organisations have responsibility for crime prevention, for bringing the culprits to justice, and for dealing with convicted offenders. The police, the criminal courts and prisons are all publicly funded services, though the main focus of criminal law concerns the role of the courts, how they apply criminal statutes passed by legislatures as well as common law, and why they criminalise some forms of behaviour.

The fundamentals of a crime are known as the actus reus and the mens rea of the crime. These two Latin terms mean "guilty act" (doing that which is prohibited) and "guilty mind" (i.e. the intent to commit the crime). The traditional view is that moral culpability requires that one should have recognised or intended that one was acting wrongly. Nevertheless, most jurisdictions have as many strict liability offences, which criminalize behaviour without the need to show moral wrongdoing. These are usually regulatory in nature, where breach could have particularly harmful results, for instance drunk driving, but are sometimes purely paternalistic, as in charges of statutory rape for consensual sex. Offences can range from ones resulting in fatality, such as murder and manslaughter, to non-deadly offences against people, such as actual or grievous bodily harm, to offences concerning people's property, like criminal damage, theft, robbery or burglary. Importantly, one can also be liable for helping another person's criminal act, conspiring to do something prohibited or merely attempting.

Med engelsk straffrätt avses den lagsamling i England och Wales som behandlar brott och deras konsekvenser. Brottsliga gärningar betraktas som förbrytelser mot ett samhälle i dess helhet. Staten och vissa internationella organisationer har ansvar för förebyggandet av brott, för att dra gärningsmännen inför rätta och för att ta hand om dömda lagbrytare. Polisen, brottmålsdomstolarna och fängelserna är alla skattefinansierade verksamheter, men straffrättens huvudinriktning är den roll domstolarna har, och hur de tillämpar strafflagar som antagits av lagstiftande församlingar liksom de lagar som gäller enligt sedvanerätt samt varför de kriminaliserar vissa slags beteenden.

Grunderna för ett brott kallas brottets actus reus och mens rea. The European Central Bank

The European Central Bank (ECB) was set up in 1998, under the Treaty on European Union, and it is based in Frankfurt (Germany). Its job is to manage the euro – the EU's single currency, and to safeguard price stability for the more than two-thirds of the EU's citizens who use the euro. The ECB is also responsible for framing and implementing the EU’s economic and monetary policy.

To carry out its role, the ECB works with the European System of Central Banks (ESCB), which covers all 27 EU countries. However, only 16 of these countries have so far adopted the euro. The 16 collectively make up the ‘euro area’ and their central banks, together with the European Central Bank, make up what is called the ‘Eurosystem’.

The ECB works in complete independence. Neither the ECB, the national central banks of the Eurosystem, nor any member of their decision-making bodies can ask for or accept instructions from any other body. The EU institutions and member state governments must respect this principle and must not seek to influence the ECB or the national central banks.

The ECB, working closely with the national central banks, prepares and implements the decisions taken by the Eurosystem’s decision-making bodies.

One of the ECB’s main tasks is to maintain price stability in the euro area, so that the euro’s purchasing power is not eroded by inflation. The ECB aims to ensure that the year-on-year increase in consumer prices is less than, but close to, 2% over the medium term.

It does this in two ways:

• First, by controlling the money supply. If the money supply is excessive compared to the supply of goods and services, inflation will result.
• Second, by monitoring price trends and assessing the risk they pose to price stability in the euro area.

Europeiska centralbanken (ECB) grundades 1998 i enlighet med Fördraget om Europeiska unionen, och finns i Frankfurt i Tyskland.
