Source text - English Contradictory images of humanitarian assistance in armed conflict
paint a confusing picture. There are now a great many public and private
humanitarian organizations operating all over the world. The work that they
do is seen to help save lives and alleviate the suffering of those not taking
part in an armed conflict, who are deprived of the basic necessities of life as a
result of the hostilities. The organizations responsible for enforcing international
humanitarian law (IHL) and international human rights law
(IHRL) and, in certain circumstances, those responsible for dealing with
threats to international peace and security are also seen to take serious
action when parties to a conflict obstruct efforts to provide humanitarian
assistance.
However, it is also evident that a relatively large proportion of relief
supplies ends up in the hands of combatants, that parties to a conflict sometimes
reject the offer of such aid for victims of the hostilities for no apparent
reason and that humanitarian aid is sometimes even used by the belligerents
as a weapon of war. In some cases, the international community attempts to
compensate for the lack of protection against serious violations of international
law by sending relief supplies for the victims and thereby often prolong
their suffering.
The issues raised by this situation warrant an examination of the law
regulating humanitarian assistance in armed conflict, the progress made to
date and the gaps in regulation that need to be filled.

» The IECI has discovered that many Registration Information Forms contain mistakes about the gender of registered voters. These mistakes are the result of a technical error in the database. Please do not worry about the incorrect gender information. Do not correct the gender on your Registration Information Forms. An error in your gender on the Registration Information Forms will not be a problem for you when you go to vote on Election Day.

Source text - English The first satellite equipped by on-board radio-transmitters, was Soviet Sputnik 1, launched in 1957. The first American satellite to relay communications was Project SCORE in 1958, which used a tape recorder to store messages sent to the satellite and forward voice messages. It was used to send a Christmas greeting to the world from President Eisenhower.
Telstar was the first active, direct relay communications satellite. Belonging to AT&T as part of a multi-national agreement between AT&T, Bell Telephone Laboratories, NASA, the British General Post Office, and the French National PTT (Post Office) to develop satellite communication, it was launched by NASA from Cape Canaveral on July 10, 1962, the first privately sponsored space launch.
The satellite shown here, the Boeing 601 one of the best selling satellites in the world, was made by the Boeing Satellite Development Center a major business unit of Boeing Integrated Defense Systems.

تهتم حكومة الولايات المتحدة اهتماما دائما بالانتشار الحالي لفيروس أنفلونزا الطيور شديد الإمراض H5N1 بين الطيور، وإمكانية تفشي وباء الأنفلونزا على المستوى العالمي بين البشر، مما قد يؤدي إلى عواقب صحية واقتصادية واجتماعية وخيمة. وقد خصصت الولايات المتحدة 6.9 بليون دولارا حتى الآن من أجل مواجهة هذه المخاطر والتهديدات على المستويين المحلي والدولي.

on Avian and Pandemic Influenza
The United States Government remains concerned about
ongoing outbreaks of highly pathogenic avian influenza
H5N1 in birds, and the potential for a global influenza pandemic
in humans that could have major health, economic and social
consequences. To date, the United States has allocated $6.9 billion
to address these threats domestically and internationally.
The United States is working with countries and
international organizations to respond to this challenge.
President Bush announced the International Partnership on
Avian and Pandemic Influenza (IPAPI ) during the United
Nations General Assembly in September 2005. The goals of
the International Partnership include:
Elevating the avian/pandemic influenza issues on national agendas;
Coordinating efforts among donor and affected nations;
Mobilizing and leveraging resources;
Increasing transparency in disease reporting and improving
surveillance;
Building local capacity to identify, contain and respond to an
influenza pandemic.
The International Partnership first met in Washington,
D.C., in October 2005. Subsequent international conferences
have taken place in Beijing, China (January 2006); Vienna,
Austria (June 2006); Bamako, Mali (December 2006);
and New Delhi, India (December 2007). The next major
international conference takes place in Sharm el-Sheikh, Egypt
in October 2008.
PREPAREDNESS AND COMMUNICATION
The United States is supporting preparedness efforts in more
than 75 countries in collaboration with the United Nations’
World Health Organization (WHO), the Food and Agriculture
Organization of the UN (FAO ), the World Organization for
Animal Health (OIE), and other partners.
The U.S. Departments of State (DOS), Agriculture (USDA),
Health and Human Services (HHS)—including the Centers
for Disease Control and Prevention (HHS/CDC), the National
Institutes of Health (HHS/NI H), and the Food and Drug
Administration (HHS/FDA)—Homeland Security, the Interior
(DOI ), and Defense (DoD), and the U.S. Agency for International
Development (USAI D), contribute to U.S. international
engagement. The U.S. has deployed scientists, veterinarians, public
health experts, physicians and emergency rapid response teams.

Through the Security and Prosperity Partnership of
North America, the United States, Canada and Mexico have
developed and begun implementing a comprehensive North
American Plan for Avian and Pandemic Influenza.
In collaboration with ministries of health and WHO
Regional Offices, the U.S. Department of Health and Human
Services Centers for Disease Control and Prevention (HHS/
CDC) assisted 32 countries in completing national inventories
of core capabilities for pandemic influenza preparedness and
response. These data highlight country strengths and provide
much-needed information for strategic planning and the
ongoing investment of resources.
In addition, the United States supports regulatory capacitybuilding
through HHS/FDA involvement with the WHO
network to strengthen the regulatory authorities of developing
countries, work towards a mutual understanding of different
regulatory approaches, and allow harmonization of an approach
to vaccines.
HHS/CDC and the U.S. Naval Medical Research Unit 3
of the Department of Defense (DoD/NAMRU-3) hosted the
first annual avian influenza grantee meeting in Cairo, with
participation by 38 countries.
