1. * If my behavior or the behavior of my family members, friends, and anyone authorized to pick up my child is disruptive, we may be barred from the center and the police will be called. Disruptive behavior includes stalking, yelling, threatening another person, physical and/or verbal abuse and obscene language, exhibiting violent behavior, being under the influence of alcohol or drugs, bringing alcohol or drugs to the center and bringing firearms or weapons on the center’s property.
2. * No Head Start/Early Head Start child is to be hit, spanked, yelled at or spoken to in a degrading manner by anyone; that includes child’s relatives while on Head Start/Early Head Start property. This is a required Performance Standard for all Head Start/Early Head Start programs.
3. Head Start/Early Head Start children must be offered a full mouth/dental exam and I understand that this a part of my child participating in the Head Start/Early Head Start Program.
4. * All Head Start/Early Head Start children must have an up-to-date Immunization Record unless a medical or religious exemption exists.
5. * All Head Start children need a physical exam to stay healthy. All Head Start and Early Head Start children must have a physical before entering the classroom. All Head Start and Early Head Start children’s physicals must remain current in order to participate in the classroom. Staff will be asking for a copy of your child’s physical and are available to assist you in obtaining a physical.*
6. I understand if I am currently receiving a child care certificate, I must keep the certificate current or keep my payments current to keep my child in full time care if my child is enrolled in the following collaboration sites:

7. * If there are any changes in my present circumstance (address, telephone numbers, emergency contact information, authorization for release of child) they must be reported immediately to Family Support staff. Failure to notify staff of any changes, especially disconnected telephone numbers and emergency contacts, may result in staff reporting me to Child Protective Services for neglect.
8. I understand that I must notify staff if I move out of Hamilton County.
9. Any changes involving legal custody of my child are to be reported immediately to Family Support staff, and copies of legal documents related to these changes must be provided.
10. * I understand that only those persons previously authorized by the parent/guardian signing this agreement, will be allowed to visit my child’s class and/or to take him/her off the grounds of the center. *Whenever I add a name or remove a name from the list of authorized persons allowed to pick up my child(ren), I must come to the center (in person) and notify Family Support staff in writing.
11. * All authorized persons who pick up my child will be asked for a picture identification. I understand that it is my responsibility to ensure that persons on the authorized pick up list know they must have a picture identification in order to pick up my child from the center/classroom. Picture identification is required by the Tennessee Department of Human Services Day Care Licensing.
12. My child will not be released to persons who, in judgment of the staff person(s) caring for him/her, are under the influence of alcohol and/or drugs.
13. *I understand I must provide my own transportation to and from the center.
14. My child is to be brought to and picked up from their teacher. A daily signature by a responsible person is required for both the sign-in and sign-out times for child’s pick up and drop off. All children in a Head Start/Early Head Start center must have an adult with them.
15. *I am to drive at a slow rate of speed in the parking lot. When I park in the designated parking areas, I am to turn the ignition off, put the emergency brake on and take the key out of the car. I UNDERSTAND THAT I CANNOT LEAVE ANY CHILDREN IN MY CAR UNATTENDED.
16. Parents requesting Pre-K for their child must provide a current physical and an up to date Immunization Record stating
the physical was completed prior to enrollment. The immunization record must show a doctor’s signature/stamp and date in the Health Exam section, (upper right hand corner), the Status section of the form completed by the physician’s office, (lower left hand corner), and a signature and date on the bottom of the Immunization Record. It is the responsibility of the parent to ensure that both signatures are on the Immunization Record.
17. I must hold my child’s hand as we leave the car to go to the classroom and as we leave the classroom to go to the parking lot. I understand that my child’s safety is my responsibility.
18. All children must be in safety seats suitable for the child, based on age, weight and height. Parents must agree to abide by Tennessee’s Child Passenger Protection Law when enrolling in the Head Start/Early Head Start Program. If a car seat is needed, your Family Support Advocate will assist you in obtaining one.
19. I understand that children are learning and playing when I drive up to pick up or drop off my child and I must keep my vehicle sound system at a low volume until I leave the Head Start/Early Head Start premises.
20. I understand that my child may be transported on the bus for services, and children are required to sit in restraint seats during transportation to services.
21. If my child becomes ill at the center, I will be notified by staff. I understand that it is my responsibility to pick up my child or make arrangements for an authorized person to pick up my child. If I cannot be contacted and am unable to pick up or make arrangements for an authorized person to pick up my child; my child will be kept at the center with an authorized staff member. The following consequences could result:
-Meeting with staff and a Parent Contract completed
-Child Protective Services could be contacted if problem persists
-Child may be dropped from the program if problems persists.
22. If my child is absent due to illness, the Medical Exclusión Policy will be followed. (A copy of the policy is available in classrooms and at all centers.)
23. *On days my child will be absent, I will contact the center office prior to the start of class. Messages can be left at anytime. Unexplained and excessive absences may result in my child being dropped from the program.
24. *I understand that by enrolling my child in The Head Start/Early Head Start Program, I am agreeing to send my child to school every day unless they are ill. Children must be present to receive the benefits of the program.
25. *If my child has been absent for 10 consecutive business days or has excessive absences, and corrective assistance with me has failed to improve attendance, my child may be dropped from the program.
26. I understand that Head Start/Early Head Start is a voluntary program and if I cannot meet the hours of service and attend the full day, my child will be dropped.
27. *If my child is involved in an accident, I will be notified immediately. If my child is exposed to anyone else’s blood, I will be notified so I can consult my physician.
28. I will follow through with recommendations from staff to have additional physical/emotional assessments completed which are in my child’s best interest. Failure to do so or to follow through on scheduled appointments may cause initiation procedures for dropping a child.
29. *Medication will not be given to my child without doctor’s written orders. I will give the written orders to the Lead Teacher, Family Support Supervisor, or Center Clerk. Parent/guardian must sign medication permission form for each medication. The parent or guardian must instruct the person they give the medication to on how the parent gives the medication at home.
30. If my child has a food allergy or develops a food allergy, I need to inform staff and get a statement in writing from my child’s doctor. (Required by Child and Adult Care Food Program)
31. If my child has other allergies or develops an allergy, I need to inform staff and obtain a statement in writing from my child’s doctor. (Example: allergy to animals, or medications, etc.)
32. If my child has a medical condition or develops a medical condition during the school year, I must inform staff and get a statement in writing from my chilld’s doctor.
33. I understand any medication my child received during the school year must be picked up by me or a designee at the end of the school year. If my child returns in the Fall, I will need a new prescription. A prescription will not be carried over to the next school term if a summer break has occurred. Medication not picked up with be destroyed.
34. Unless specifically pre-arranged, my child is not to bring food, toys, etc. The agency assumes no responsibility for the loss of or damage to personal possessions of my child.
35. I am expected to keep scheduled appointments with center staff.
36. When I volunteer in the classroom, I can eat lunch with my child if I notify staff by 9:30 a.m..
37. All Head Start/Early Head Start staff must abide by Federal and State of Tennessee laws in regards to the reporting of suspected child abuse and neglect. Any and all suspected signs/incidents of child abuse and/or neglect will be reported by center staff to the Tennessee Department of Human Services for investigation.
38. * If my child’s behavior is harmful to other children or staff, intervention by professionals will be necessary.
39. I understand that I or my family and friends are allowed on school property only to drop off my child, pick up my child, or attend a planned school function. No loitering is allowed on any Chattanooga Head Start/Early Head Start property.
40. I will discuss all questions and concerns about policies/procedures or activities of Head Start/Early Head Start with Family Support staff.
41. My child should wear comfortable, washable play clothes. I am to provide one extra set of play clothes, socks, and underwear for my child to use as needed; these are to be kept in the classroom. (assistance is available if needed)
42. I understand that I need to wear clean clothes and have good personal hygiene when entering the center and participating in center activities.
43. Dress Codes for Pre-K children located in a school building, will be given to you by that school.
44. * I understand policies and procedures are available at my child’s center and I can read them at any tme.
45. Head Start/Early Head Start is a voluntary program and a parent can disenroll their child at any time.
46. I understand Head Start/Early Head Start has a Policy Council made up of parents and community members. This council meets monthly to be informed of budget, personnel hirings and departures, and changes impacting services at the centers.
47. I understand that each Head Start/Early Head Start site has a central parent committee and by being part of the Head Start/Early Head Start program I am considered part of the parent committee.
48. I understand if I have a complaint, a written complaint should be given to the Lead Teacher/Center Supervisor or Family Support Staff.
49. I understand that ongoing communication between the center and home will be sent home to me.
50. Parents/guardians or their designee are encouraged and welcome to volunteer in the centers and classrooms.
The following guidelines should be followed when volunteering:
• Classroom and center volunteers shall respect the privacy and confidentiality of each child and family
What you see in a classroom or center regarding a child or another family must be kept confidential.
• Classroom control is maintained by teacher. Parents shall not intervene in other childrens’behavior and shall not approach other parents about their child’s behavior.
• Classroom and center equipment is monitored by paid staff or contractors. Parent and guardians shall not attempt to fix equipment unless specifically asked by staff.
• As a volunteer in a classroom, if you have a concern, please go to the Lead teacher or Family Support Supervisor. Teachers should not be taken away from the children to handle issues you may have.
• Center and classroom volunteers shall not enter the kitchen (Health Department regulations).
I have read, understand, and agree to abide by all the conditions/terms as outined above. I understand that my failure to abide by all of these conditions/terms may result in my child(ren) being dropped from care. I understand that if my child is enrolled in a collaboration site, I must abide by the agencies policies and regulations as well as Head Start/Early Head Start’s policies and regulations.

Successfully marketing to Hispanic and Latino communities requires a thorough understanding of language, culture, and the intersection of the two.
With Hispanics and Latinos accounting for close to 18 percent of the U.S. population in 2016 and projected to make up almost 25 percent by 2035, it’s important to know how to market to these groups while making sure that your messaging doesn’t get lost in translation.
Hispanic vs. Latino vs. Spanish
Crafting Spanish-language versions of your marketing materials may seem like a good starting point when reaching out to Hispanic or Latino audiences. However, you must first understand what the words “Hispanic,” “Latino,” and “Spanish” mean before committing to a marketing strategy.
“Hispanic” refers specifically to people who speak Spanish or originate from a Spanish-speaking country. “Latino” denotes people from Latin America, which includes non-Spanish speaking countries like Brazil, where Portuguese is the national language. And people who are “Spanish” are from Spain, in the same way that “English” people are from England.
Put more simply, your Spanish-language magazine may be perfect for your Hispanic audience but may not encompass the entirety of your Latino audience. If you’re marketing to a sizable Brazilian population, you may want to consider publishing materials in Portuguese.
Split the Difference
Depending on the demographics of the audience you’re trying to reach, creating marketing materials completely in Spanish may cause you to miss some key healthcare decision makers among Hispanic and Latino families.
According to a report published by Nielsen in 2012, 40 percent of U.S. Hispanic adults speak mostly or solely English. Only 28 percent speak Spanish exclusively, so consider creating mixed language materials that cater to Hispanics who speak both languages. “Spanglish” publications may better represent the everyday experiences of audience members who have grown up in multigenerational households with both Spanish and English speakers.
Cultural Longevity and Mobility
Though the U.S. is often described as a “melting pot” that encourages the assimilation of foreign cultures into one uniquely American experience, Hispanics and Latinos retain much of their cultural heritage and customs through close familial ties, use of the Internet, and connectivity with others via social media. As such, some cultural practices and biases are resilient in these communities and may affect their attitudes towards healthcare.
The U.S. Census Bureau reports that of all ethnic groups, Hispanics are least likely to seek out medical providers and services. This may be linked to a number of factors, including access to health insurance, an aversion to discussing health matters, and a preference for family remedies over impersonal clinical visits. To better speak to this audience, try highlighting low-cost care options in your marketing materials using a warm, personal tone that places an emphasis on family.
For example, a hospital may focus on its cutting-edge technology, quick appointment times, and certification as a National Cancer Institute-Designated Cancer Center in its typical marketing materials. When considering a Latino or Hispanic audience, however, it may be better for the hospital to highlight its free childcare services for parents undergoing treatment or a financial aid program that helps cover the cost of care. While quick visits and time-saving turnarounds are highly appealing to many Americans, Hispanics and Latinos prefer building close relationships with doctors, so leaving short appointment times out of marketing materials for these audiences may be preferable.
Choosing how to deliver your marketing content is an important cultural consideration as well. When compared to non-Hispanic White individuals, Hispanics and Latinos are almost 30 percent more likely to own a smartphone and overshadow all other ethnic groups in terms of mobile data consumption. Offering mobile apps and other services may make it more convenient for Hispanics and Latinos to schedule appointments, find a primary care provider, or keep up with medical news.
If treated as its own economy, the combined buying power of Latinos and Hispanics in the U.S. would be one of the largest in the world. Don’t be afraid to mix up your messaging to tap into this market.
