LONDON, April 18,2018 (Reuters) - Renewed action and boosted funding to fight malaria could prevent 350 million cases of the disease in the next five years and save 650,000 lives across commonwealth countries, health experts said on Wednesday.
Seeking to reignite efforts to wipe out the deadly mosquito-borne disease, philanthropists, business leaders and ministers from donor and malaria-affected countries pledged £2.7 billion ($3.8 billion) to drive research and innovation and improve access to malaria prevention and treatments.
Spearheaded by the Microsoft co-founder and philanthropist Bill Gates, the leaders warned against complacency in fighting malaria - a disease which kills around half a million people, mainly babies and young children, each year.
While enormous progress has been made over the past 20 years in reducing malaria cases and deaths, in 2016, for the first time in a decade, the number of malaria cases was on the rise and in some areas there was a resurgence, according to the World Health Organization.
The disease’s stubbornness is partly due to the mosquito that transmits the disease and the parasite that causes it developing resistance to the sprays and drugs used to fight them, health experts say. It is also partly due to stagnant global funding for malaria since 2010. Climate change and conflict can also exacerbate malaria outbreaks.
“History has shown that with malaria there is no standing still – we move forward or risk resurgence,” Gates said in a statement ahead of a “Malaria Summit” in London on Wednesday.
His multi-billion dollar philanthropic fund, the Bill & Melinda Gates Foundation, which is co-convening the summit, pledged an extra $1 billion through to 2023 to fund malaria research and development to try to end malaria for good.
“It’s a disease that is preventable, treatable and ultimately beatable, but progress against malaria is not inevitable,” Gates said. “We hope today marks a turning point.”
The malaria summit was designed to coincide with a Commonwealth Heads of Government Meeting (CHOGM) in London this week. The 53 Commonwealth countries, mostly former British colonies, are disproportionately affected by malaria – accounting for more than half of all global cases and deaths although they are home to just a third of the world’s population.
Among new funding and research commitments announced at the summit, the Global Fund to Fight AIDS, Tuberculosis and Malaria said $2 billion would be invested in 46 countries affected by malaria between 2018-20.
Pharmaceutical firms GSK and Novartis also increased investment into malaria research and development - of 175 million pounds ($250 million) and $100 million dollars respectively. And five agrichemical companies launched a joint initiative to speed up development of new ways to control mosquitoes.

South African anti-apartheid campaigner and former first lady Winnie Madikizela-Mandela has died aged 81.
She and her former husband Nelson Mandela, who were both jailed, were a symbol of the country's anti-apartheid struggle for three decades.
However, in later years her reputation became tainted legally and politically.
Crowds of mourners and political figures flocked to her home in Soweto, in Johannesburg, after news of her death broke.
Family spokesman Victor Dlamini confirmed earlier on Monday that Mrs Mandela "succumbed peacefully in the early hours of Monday afternoon surrounded by her family and loved ones" following a long illness, which had seen her go in and out of hospital since the start of the year.
'Mother of the Nation'
Mrs Madikizela-Mandela was born in 1936 in the Eastern Cape - then known as Transkei.
She was a trained social worker when she met her future husband in the 1950s. They went on to have two daughters together.
They were married for a total of 38 years, although for almost three decades of that time they were separated due to Mr Mandela's long imprisonment.
It was Mrs Madikizela-Mandela who took his baton after he was jailed for life, becoming an international symbol of resistance to apartheid. She too was jailed for her role in the fight for justice and equality.
To her supporters, she became known affectionately as "Mother of the Nation".
Who has paid tribute?
In a televised address President Cyril Ramaphosa - praised by Mrs Madikizela-Mandela earlier this year - called her a "voice of defiance" against white-minority rule.
"In the face of exploitation, she was a champion of justice and equality," he said on Monday.
"She as an abiding symbol of the desire of our people to be free".
Retired archbishop and Nobel laureate Desmond Tutu said she was a "defining symbol of the struggle against apartheid".
"Her courageous defiance was deeply inspirational to me, and to generations of activists," he added.
Energy Minister Jeff Radebe, reading out a statement on behalf of the family, paid tribute to "a colossus who strode the Southern African political landscape".
"As the ANC we dip our revolutionary banner in salute of this great icon of our liberation struggle," he said.
"The Mandela family are deeply grateful for the gift of her life and even as our hearts break at her passing we urge all those who loved her to celebrate this most remarkable South African woman."
African National Congress (ANC) chairperson Gwede Mantashe said: "With the departure of Mama Winnie, [we have lost] one of the very few who are left of our stalwarts and icons. She was one of those who would tell us exactly what is wrong and right, and we are going to be missing that guidance."
Why was she controversial?
However, Mrs Madikizela-Mandela found herself mired in scandal for decades.
She was accused of conducting a virtual reign of terror in parts of Soweto by other members of the ANC in the late 1980s, and heard backing the practice of "necklacing" - putting burning tyres around suspected informants' necks.
She was also found guilty of kidnapping and sentenced to six years' imprisonment for her involvement in the death of 14-year-old township militant Stompie Seipei. She always denied the allegation, and the sentence was reduced to a fine.
Mr Mandela, who stood by her throughout the accusations, was finally released from prison in February 1990.
But two years later, their marriage crumbled. The couple divorced in 1996, but she kept his surname and maintained ties with him.
She stayed involved in politics, but was again embroiled in controversy when she was convicted of fraud in 2003.

I knew Winnie Madikizela-Mandela personally. We come from the same neighbourhood in Soweto.
To many, she was the pride and joy of the nation, an icon in her own right - never mind the fact she was Nelson Mandela's wife.
Mrs Madikizela-Mandela was also the first black social worker in the country. Her love and desire to help those in need was always burning from deep inside.
But she was not nothing but sweet talk. She met the brutality of racial segregation with fire. Each time the police came to arrest her at her home in Orlando West, she held her own.
She never gave in. Not one inch - and sometimes, this landed her in trouble. As anti-apartheid activist Mosioua Lekota noted in her defence: "Those who did nothing under apartheid never made mistakes."
She will be remembered for her fight against an inhumane system, rather than for the mistakes she made in that fight.

ولكن، لماذا كانت "ماما ويني" مثيرة للجدل؟
مع كل ما ذكر عن مآثرها، فقد وجدت السيدة "ماديكنزيلا مانديلا" نفسها غارقة في الفضائح لعقود.
فقد تم اتهامها بإدارة عهد حقيقي من الإرهاب في مناطق من "سويتو" وذلك من قبل أعضاء آخرين في حزب المؤتمر الوطني الافريقي في أواخر الثمانينات. حيث اتهموها آنذاك بممارسة عقاب شديد عن طريق وضع إطارات محترقة حول أعناق المخبرين المشتبه بهم.
كما تم ادانتها بالاختطاف وحكم عليها بالسجن لمدة 6 سنوات لتورطها في مقتل "ستومبي سيبي"، والتي كانت تبلغ من العمر 14 عاما فقط. لكنها ظلت تنفي هذا الادعاء، وتم تخفيض الحكم إلى غرامة.
وحينما أطلق سراح زوجها "مانديلا" في فبراير 1990 وقف إلى جانبها ضد كل الاتهامات الموجهة ضدها.

DUBAI — Humanity’s fundamental wealth lies in its diversity, according to Koïchiro Matsuura, Director-General of Unesco. And what better than cite the example of the UAE in this context?
With its diverse multicultural society, the UAE has developed its own unique cultural identity. And no doubt, art plays an integral role in the development of societies while nations retain their style and integrity due to their value of art.
Today, the world is celebrating the United Nations Educational, Scientific and Cultural Organisation’s (Unesco) Day of Cultural Diversity for Dialogue and Development.
“The numerous cultural events held on and around this day in the world are meant to underscore not only the intrinsic value of specific cultural productions, but also and above all the fertility of their diversity,” Matsuura said.
“Together, they remind us that humanity’s fundamental wealth lies in its diversity. By bringing out what is primordial to the human condition, art is a catalyst for the building of peace in the minds of men,” he says.
According to him, Unesco believes that cultures are not monolithic but interdependent, resulting from mutual exchanges and borrowings, and that this diversity is a source of strength and unity.
Approximately, 200,000 people make Dubai their home each year while over 200 nationalities coexist peacefully.
Despite this diversity, the UAE’s art and culture scene is still at the sprouting stage. “In the UAE, we have been paying more attention towards earning money than appreciating art,” says Anil Mathew, member of Unesco’s initiative, the Global Alliance for Cultural Diversity.
His Dubai-based company, Constantine Corporate Communications, is a member of the alliance that explores new ways to turn creativity in developing countries into sustainable cultural industries.
“The project flopped in the UAE during the real estate boom since everyone was well-off,” says Mathew, who is planning to revive the initiative once again.
“It may pay now since the current financial conditions have affected many across the globe,” he says.
The alliance aims to promote cultural diversity, support economic development and encourage job creation in a range of fields including music, publishing, cinema, crafts and performing arts.
However, with strong governmental support towards preserving of traditions and heritage, the UAE is bound to make inroads sooner or later. In Dubai, establishments such as the Dubai Culture and Arts Authority (DCAA) have been launched with a long-term strategy of developing the emirate into a global cultural hub.
“We plan to build upon Dubai’s status as one of the world’s most multicultural cities and contribute to the renaissance of culture and arts in the region,” says Dr Omar bin Sulaiman, managing director of Dubai Culture.
Besides art, the Dubai government is also focusing on transferring all heritage sites such as Dubai Museum, the Shindhaga Heritage area, the Union House, the Al Bastakiya, the old souks, the Hatta Heritage Village and others, under the umbrella of Dubai Culture.
Sharjah, on the other hand, is well-known for being the Arab world’s oldest art and museum centre.
Recently Abu Dhabi also jumped into the fray and hosted the world of music and arts (WOMAD) festival besides several other events such as Sound of Arabia.

تؤمن منظمة "اليونسكو" بأن الثقافات ليست متجانسة ولكن رغم ذلك فهي مترابطة، وهذا ناتج بطبيعة الحال من التبادل والاقتراض والاقتباس المتبادل، ويبقى هذا التنوع بحد ذاته مصدرًا قويا للوحدة.
هناك حوالي 200 ألف شخص يتخذون من "دبي" وطنًا لهم كل عام، كما أن هناك 200 جنسية مختلفة تتعايش فيها بسلام.
على الرغم من هذا التنوع، لا يزال المشهد الفني لدولة الإمارات العربية المتحدة في مرحلة النمو.
ويعقب على ذلك "أنيل ماثيو" وهو أحد أعضاء مبادرة اليونسكو "التحالف الدولي من أجل التنوع الثقافي" حيث يقول: "هنا في الإمارات نحن نولي اهتمامًا أكبر لكسب المال من تقدير الفن".

"ولكن حاليًا ومع الآثار الواضحة للأزمة المالية العالمية على الجميع قد تنهض المبادرة من جديد".
حيث يهدف هذا التحالف بالأساس إلى تعزيز التنوع الثقافي ودعم التنمية الاقتصادية وتشجيع خلف فرص عمل جديدة في مجالات عدة بما فيها الموسيقى والسينما والحرف اليدوية وفنون الأداء والتمثيل.
مع كل ذلك، وبدعم قوي من الحكومة للمحافظة على التراث والتقاليد، تسعى الإمارات لتحقيق النجاح في هذا المجال إن عاجلا أو آجلا.
حيث تم انشاء مؤسسات مثل "هيئة دبي للثقافة والفنون – DCAA" وذلك ضمن استراتيجية طويلة المدى لتطوير إمارة دبي كي تصبح مركزًا ثقافيًا عالميًا.
يعقب الدكتور "عمر بن سليمان" المدير التنفيذي لهيئة دبي للثقافة والفنون: "نحن نسعى للتأكيد على مكانة دبي كواحدة من أكثر المدن متعددة الثقافات في العالم والمساهمة في نهضة وتطور الفنون والثقافة في المنطقة".
إضافة للفنون، تولي دبي اهتمامًا كبيرًا بتسليط الضوء على جميع المواقع التراثية مثل متحف دبي ومنطقة الشندغنة التراثية وبيت الاتحاد والبستيكة والأسواق القديمة وقرية حتا للتراث وغيرها من الأماكن، ووضعها تحت مظلة الهيئة.
من ناحية أخرى، تشتهر "الشارقة" بكونها أقدم مركز للفنون والمتاحف في العالم العربي.
أيضًا، انضما "أبو ظبي" مؤخرًا إلى هذه الجوقة الثقافية، حيث استضافت مهرجان "عالم الموسيقى والفنون – WOMAD" بجانب العديد من الفعاليات الثقافية الأخرى مثل "ساوند اوف أرابيا".
