دخل المركز الدولي للأمن الرياضي عهداً جديداً في تاريخه من أجل محاربة مظاهر الفساد والرشوة التي عصفت بالرياضة في السنوات الأخيرة، وذلك من خلال الإعلان عن جملة من القرارت الهامة، سواء من حيث هيكلته الإدارية أو تغيير إستراتيجية عمله في الفترة المقبلة.
جاء ذلك خلال مؤتمر صحفي، يوم السبت 4 يونيو 2016، عقد في العاصمة القطرية الدوحة التي تعتبر مقرّ المنظمة الدولية، وأعلن فيه محمد بن حنزاب، رئيس المركز الدولي للأمن الرياضي، تعيين الأمريكي، مايكل هيرشمان، مؤسس منظمة الشفافية الدولية، رئيسا تنفيذياً جديداً لمجموعة المركز الدولي للأمن الرياضي.
ووفقا لوكالة الأنباء الألمانية (د.ب.أ)، حضر المؤتمر الصحفي إلى جانب بن حنزاب ومايكل هيرشمان عدد من المسؤولين في المركز الدولي، وفي مقدمتهم محمد بن هجاج الشهواني، نائب الرئيس، وإيمانويل ميديريوس، المدير التنفيذي لمكتب المركز الدولي للأمن الرياضي في أوروبا وأمريكا اللاتينية، وهيلمت شبان، مستشار السلامة والأمن الرياضي، وعدد من المسؤولين بالمنظمة الدولية. وأدار المؤتمر كارين ويب، مديرة الاتصال بالمركز الدولي.
وأكد مايكل هيرشمان أن قطر تعتبر دولة يحتذى بها في مجال الاهتمام بالشفافية والنزاهة والحوكمة ومحاربة الفساد في الرياضة، وأنه سعيد بأن يترأس المركز الدولي للأمن الرياضي في الفترة المقبلة.
وقال هيرشمان، الذي يعد من أبرز الشخصيات الأمريكية والعالمية المتمرسة في المجالات المتعلقة بالشفافية والمساءلة والحوكمة وتقنيات الأمن والتقاضي ووضع المعايير الدولية المطبقة في مجال الشفافية، ”هذه ليست المرة الأولى التي أتعرف فيها على قطر، فأنا أعرف هذا البلد منذ فترة كما أنني عضو بالمجلس الاستشاري للمركز الدولي للامن الرياضي منذ أكثر من عام ونصف، وخلال زيارتي هذه المرة تعرفت أكثر على هذا البلد المضياف".
وكشف هيرشمان عن زيارته لهيئة الرقابة الإدارية والشفافية في دولة قطر، وقال: "في البداية لم أكن أعلم بأنه توجد في قطر هيئة مستقلة للشفافية وهذه كانت مفاجأة سعيدة بالنسبة لي، والأهم من ذلك الرؤية المتميزة للقائمين على هذه الهيئة".
وعن وجود المركز الدولي للأمن الرياضي في قطر، قال هيرشمان: "إن قطر بلد يسعى إلى أن يكون في طليعة من يطلقون المبادرات ويقدمون الحلول للخروج من الأزمات في الرياضة، والمركز الدولي وإن كان منظمة مستقلة تماماً إلا أنه تجسيد لما أقول في أوقات تعصف فيها الأزمات بالرياضة العالمية".
وتابع الرئيس التنفيذي لمجموعة المركز الدولي للامن الرياضي قوله: ”أنا واثق تماماً أن قطر تمول المركز بدون أية شروط مسبقة، وأنه لن يملي أحدا شيئاً علينا".
وأكد هيرشمان أنه شخص لا يحب إطلاق الوعود، لكنه متفائل بمستقبل هذه المنظمة الدولية وأحد جوانب رؤياه تكمن في تأسيس ذراع أو حتى أذرع تجارية تحافظ على وضعية المركز كمنظمة غير ربحية، وتضمن في ذات الوقت تحقيق قدر أكبر من التمويل الذاتي.
وتابع هيرشمان، الذي كان أحد كبار الشخصيات في اللجنة التي كلفها مجلس الشيوخ الأمريكي بالتحقيق في فضيحة ووترجيت: "نريد أن نوسع مصادرنا التمويلية ونريد إحداث بعض التغيير والتنوع في المركز ونحن جاهزون لتلقي التمويل من أية حكومة أو مؤسسة طالما كانت هذه المصادر نظيفة ولا تمس استقلاليتنا لأننا نريد أن يتربى الشباب في عالم رياضي نظيف ودون تدخل أية جهة في أعمالنا. كما نرحب بمن يسهم في برامج ومبادرات المركز الدولي التي تحمي مبادئ النزاهة والشفافية والحوكمة في الرياضة العالمية، وسأسعى مع محمد الحنزاب لتحقيق إرث مستدام في مجال الرياضة ليس فقط لدولة قطر وإنما للعالم كله".
ويعد هيرشمان أحد مؤسسي منظمة الشفافية الدولية في 1993 وهي المنظمة التي تعد أكبر منظمة عالمية مستقلة وغير ربحية تهدف إلى تعزيز الشفافية والمساءلة في الأعمال والحوكمة.
Translation - English The International Centre for Sport Security enters a new era in fighting corruption, bribery and establishing transparency.
The International Centre for Sport Security, (ICSS), has entered a new era throughout its history in fighting corruption and bribery that has overtaken sport in the previous years. This has been carried out through important decisions regarding the ICSS’s management structure and changing its strategies for the future.
A press conference was held on Saturday 4 June 2016 in the headquarters of the International Organisation in Doha, Qatar. During the conference, the chief of the ICSS Mohammed Bin Hanzab nominated Michael Hershman the founder of Transparency International as the new CEO of ICSS.
According to the Dutch Press Agency (DPA), several officials attended the press conference along with Mr. Bin Hanzab and Michael Hershman. Among the officials was Vice President Mohammed Bin Hajjaj Al Shahwani, CEO Emanuel Medeiros for ICSS in Europe and Latin America, Advisor for Safety and Sports Security Helmut Spahn and others from the International Organisation. The conference was hosted and run by Karen Webb, ICSS Director of Communications.
Michael Hershman emphasised that Qatar is a role model for transparency, integrity, governance and fighting corruption in sport. He added that he is pleased to have been appointed as head of ICSS.
Mr. Hershman is one of the foremost American and international personnel in the areas of transparency, accountability, governance, security, litigation and setting international standards for transparency. “This is not the first time I have got to know Qatar. I have known this country for a while and have been a member of the Advisory Board of ICSS for over a year and a half. During my visit this time I have got to know this generous and hospitable country” Mr. Hershman said.
Mr. Hershman further explained the reason for his visit to the Administrative Control and Transparency Authority in Qatar. "At first I did not know that there was an independent body for transparency in Qatar. This and most importantly the distinctive vision of those in control was a pleasant surprise for me ", Mr. Hershman added.
Also, he commented on having ICSS in Qatar, " Qatar is a country that is striving to be ahead of those who take initiative and offer solutions to eliminate sport crises. Although the International Centre is an independent organisation, it is a reflection of what is meant in times of crisis in international sport”.
He continued, "I am positive that Qatar is funding the Centre without any preconditions and no one shall implicate anything upon us”. Mr. Hershman insured that he does not like giving promises, but he has faith in the future of the International Centre. One of his visions lies in establishing trade connections to maintain the position of the centre as a non-profit organisation while ensuring greater self-financing.
Mr. Hershman was once a senior member in the Committee that was mandated by the US senate to investigate the Watergate scandal. “We want to expand our funding sources, make some changing and allow diversity in the Centre. We are ready to accept funds from any government or organization if the funds are pure and do not affect our independence. We want the youth to be in a clean athletic environment without any interference from any side in our work. Also, we welcome those who contribute to the International Centre’s programs and initiatives that protect principles of integrity, transparency and governance in international sports. I will work with Mohammed Al Hanzab to achieve a sustainable heritage in sports not only for Qatar but for the entire world”, Mr. Hershman said.
Mr. Hershman was one of the founders of Transparency International in 1993, the world’s largest independent non-profit organisation dedicated to promoting transparency and accountability in business and governance.

Greta Thunberg is hopeful the student climate strike on Friday can bring about positive change, as young people in more and more countries join the protest movement she started last summer as a lone campaigner outside the Swedish parliament.
The 16-year-old welcomed the huge mobilisation planned in the UK, which follows demonstrations by tens of thousands of school and university students in Australia, Belgium, Germany, the United States, Japan and more than a dozen other countries.
“I think it’s great that England is joining the school strike in a major way this week. There has been a number of real heroes on school strike, for instance in Scotland and Ireland, for some time now. Such as Holly Gillibrand and the ones in Cork with the epic sign saying ‘the emperor is naked’,” she told the Guardian.
With an even bigger global mobilisation planned for 15 March, she feels the momentum is now building.
“I think enough people have realised just how absurd the situation is. We are in the middle of the biggest crisis in human history and basically nothing is being done to prevent it. I think what we are seeing is the beginning of great changes and that is very hopeful,” she wrote.
Thunberg has risen rapidly in prominence and influence. In December, she spoke at the United Nations climate conference, berating world leaders for behaving like irresponsible children.
The movement she started has morphed and grown around the world , and, at times, linked up with older groups, including Extinction Rebellion, 350.org and Greenpeace.
Veteran climate campaigners are astonished by what has been achieved in such a short time. “The movement that Greta launched is one of the most hopeful things in my 30 years of working on the climate question. It throws the generational challenge of global warming into its sharpest relief, and challenges adults to prove they are, actually, adults. So many thanks to all the young people who are stepping up,” said Bill McKibben, the founder of 350.org.
Around the world, so many student strikes are now taking place or planned that it is becoming hard to keep up. On Twitter, a supporter who posts under the name The Dormouse That Roared, has compiled a Google map that pins all the reported or announced locations, stretching from Abuja and Bugoloobi to Sacramento and Medellín. “This is not perfect by any means. It’s an emergency after all,” the online campaigner told the Guardian.
The most recent version shows thick clusters of activity, particularly in the UK and northern Europe. “#climatestrike. The house is on fire. Just wow!” wrote @dormouseroared, who is also collecting the different terms for “climate strike” in different languages.
In reply, people on Twitter have written, “I’ve been dreaming of this”, “Power to the children”, “beautiful” and simply “hope”.
Australia was one of the first countries to mobilise. Last November, organisers estimate 15,000 students went on strike. Last Friday, students lobbied outside the offices of the opposition party. On 1 March, they will target the federal treasurer’s office. Two weeks later, they will join the global strike.
They are demanding immediate political action to stop the Adani coalmine in Queensland, and a switch from fossil fuels to 100% renewable energy.
On Thursday, three student activists from Castlemaine in Australia – Callum Bridgefoot, 11; Harriet O’Shea Carre, 14 and Milou Albrechy,14 – spoke with the leader of the opposition in the federal parliament. “It’s a good sign that he is willing to meet,” they said. “The prime minister condemned the strike.”
The resources minister Matt Canavan was still more hostile, saying students would be better off learning about mining and science. “These are the type of things that excite young children and we should be great at it as a nation,” he told a local radio station. “The best thing you’ll learn about going to a protest is how to join the dole queue.”
Activists said they want to make clear that the problem is systematic rather than a matter of individual lifestyle choices. They have been criticised by right-wing politicians, but local governments have met student delegations to discuss short-term steps, such as a ban on any school trip that involves a flight. One regional authority has declared its support for the student movement. In an election year, state leaders have also expressed guarded support.
The global strike on 15 March is expected to be the biggest yet with mobilisations in 150 cities. “It is not acceptable that grown-ups are destroying the future right now,” said Jakob Blasel, a high-school student. “Our goal to stop coal power in Germany and fossil energy everywhere.” He said politicians have expressed admiration for their campaign, but this has not translated into action. “This is not acceptable. We won’t stop until they start acting.”
“What we need our politicians and our government to understand is that everything they do today comes at a price for future generations,” she said. “We are not doing this for fun, but because we don’t have a choice.”
But she too noted a new direction in the national discussion. “There is a debate now about climate and the environment, which is good. People for the first time in years are not talking about refugees but talking about the environment.”
