Source text - Arabic المركز الدولي للأمن الرياضي يبدأ عهداً جديداً في محاربة الفساد والرشوة وترسيخ الشفافية
دخل المركز الدولي للأمن الرياضي عهداً جديداً في تاريخه من أجل محاربة مظاهر الفساد والرشوة التي عصفت بالرياضة في السنوات الأخيرة، وذلك من خلال الإعلان عن جملة من القرارت الهامة، سواء من حيث هيكلته الإدارية أو تغيير إستراتيجية عمله في الفترة المقبلة.
جاء ذلك خلال مؤتمر صحفي، يوم السبت 4 يونيو 2016، عقد في العاصمة القطرية الدوحة التي تعتبر مقرّ المنظمة الدولية، وأعلن فيه محمد بن حنزاب، رئيس المركز الدولي للأمن الرياضي، تعيين الأمريكي، مايكل هيرشمان، مؤسس منظمة الشفافية الدولية، رئيسا تنفيذياً جديداً لمجموعة المركز الدولي للأمن الرياضي.
ووفقا لوكالة الأنباء الألمانية (د.ب.أ)، حضر المؤتمر الصحفي إلى جانب بن حنزاب ومايكل هيرشمان عدد من المسؤولين في المركز الدولي، وفي مقدمتهم محمد بن هجاج الشهواني، نائب الرئيس، وإيمانويل ميديريوس، المدير التنفيذي لمكتب المركز الدولي للأمن الرياضي في أوروبا وأمريكا اللاتينية، وهيلمت شبان، مستشار السلامة والأمن الرياضي، وعدد من المسؤولين بالمنظمة الدولية. وأدار المؤتمر كارين ويب، مديرة الاتصال بالمركز الدولي.
وأكد مايكل هيرشمان أن قطر تعتبر دولة يحتذى بها في مجال الاهتمام بالشفافية والنزاهة والحوكمة ومحاربة الفساد في الرياضة، وأنه سعيد بأن يترأس المركز الدولي للأمن الرياضي في الفترة المقبلة.
وقال هيرشمان، الذي يعد من أبرز الشخصيات الأمريكية والعالمية المتمرسة في المجالات المتعلقة بالشفافية والمساءلة والحوكمة وتقنيات الأمن والتقاضي ووضع المعايير الدولية المطبقة في مجال الشفافية، ”هذه ليست المرة الأولى التي أتعرف فيها على قطر، فأنا أعرف هذا البلد منذ فترة كما أنني عضو بالمجلس الاستشاري للمركز الدولي للامن الرياضي منذ أكثر من عام ونصف، وخلال زيارتي هذه المرة تعرفت أكثر على هذا البلد المضياف".
وكشف هيرشمان عن زيارته لهيئة الرقابة الإدارية والشفافية في دولة قطر، وقال: "في البداية لم أكن أعلم بأنه توجد في قطر هيئة مستقلة للشفافية وهذه كانت مفاجأة سعيدة بالنسبة لي، والأهم من ذلك الرؤية المتميزة للقائمين على هذه الهيئة".
وعن وجود المركز الدولي للأمن الرياضي في قطر، قال هيرشمان: "إن قطر بلد يسعى إلى أن يكون في طليعة من يطلقون المبادرات ويقدمون الحلول للخروج من الأزمات في الرياضة، والمركز الدولي وإن كان منظمة مستقلة تماماً إلا أنه تجسيد لما أقول في أوقات تعصف فيها الأزمات بالرياضة العالمية".
وتابع الرئيس التنفيذي لمجموعة المركز الدولي للامن الرياضي قوله: ”أنا واثق تماماً أن قطر تمول المركز بدون أية شروط مسبقة، وأنه لن يملي أحدا شيئاً علينا".
وأكد هيرشمان أنه شخص لا يحب إطلاق الوعود، لكنه متفائل بمستقبل هذه المنظمة الدولية وأحد جوانب رؤياه تكمن في تأسيس ذراع أو حتى أذرع تجارية تحافظ على وضعية المركز كمنظمة غير ربحية، وتضمن في ذات الوقت تحقيق قدر أكبر من التمويل الذاتي.
وتابع هيرشمان، الذي كان أحد كبار الشخصيات في اللجنة التي كلفها مجلس الشيوخ الأمريكي بالتحقيق في فضيحة ووترجيت: "نريد أن نوسع مصادرنا التمويلية ونريد إحداث بعض التغيير والتنوع في المركز ونحن جاهزون لتلقي التمويل من أية حكومة أو مؤسسة طالما كانت هذه المصادر نظيفة ولا تمس استقلاليتنا لأننا نريد أن يتربى الشباب في عالم رياضي نظيف ودون تدخل أية جهة في أعمالنا. كما نرحب بمن يسهم في برامج ومبادرات المركز الدولي التي تحمي مبادئ النزاهة والشفافية والحوكمة في الرياضة العالمية، وسأسعى مع محمد الحنزاب لتحقيق إرث مستدام في مجال الرياضة ليس فقط لدولة قطر وإنما للعالم كله".
ويعد هيرشمان أحد مؤسسي منظمة الشفافية الدولية في 1993 وهي المنظمة التي تعد أكبر منظمة عالمية مستقلة وغير ربحية تهدف إلى تعزيز الشفافية والمساءلة في الأعمال والحوكمة.

The ICSS has entered a new era in its history to combat the corruption and bribery that has plagued sports in recent years by announcing a number of important decisions both in terms of its administrative structure and changing its strategy in the close future.
These decisions were announced on Saturday the 4th of June 2016, during the press conference held in Doha, the capital city of Qatar. The President of the ICSS, Mohammed Hanzab, announced the appointment of Michael Hershman, the American founder of Transparency International, as the new CEO of the ICSS.
According to Deutsche Presse-Agentur (DPA), a German news agency, the press conference was attended by a number of officials at the International Center other than Mohammed Hanzab and Michael Hershman. Some of the officials that attended were the vice president Mohammed Bin Hajaj Al-Shahwani, the Executive Director of ICSS Europe and Latin America, Emanuel Macedo de Medeiros, the Sports Safety and Security manager Helmut Spahn and a number of other officials from the International Organization. The conference was managed by Karen Webb, Director of Communication at the ICSS.
Michael Hershman stated that Qatar is an eminent country in the field of transparency, integrity, governance and fighting corruption in sport and that he is pleased to head the International Center for Sports Security in the coming period.
"This is not the first time I've met Qatar, I've known this country for a while and I have been a member of the ICSS Advisory Board for more than a year and a half and during this visit I have learned more about this hospitable country," said Hershman, who is a leading American and global expert on transparency, accountability, governance, security and litigation techniques and international transparency standards.
Hershman disclosed his visit to the Administrative Control and Transparency Authority in Qatar by saying "At first I did not know there was an independent transparency body in Qatar, and this was a happy surprise for me and, most importantly, for the distinguished vision of the body".
"Qatar is a country that seeks to be at the forefront of initiating initiatives and providing solutions to emerge from crises in sport, although the ICSS is a completely independent organization, it is a reflection of what I say in times of Global sports crisis." said Hershman about the presence of ICSS in Qatar.
"I am absolutely confident that Qatar will finance the center without any preconditions and that no one will dictate anything to us," said the chief executive of the ICSS.
Hershman confirmed that he is a person who does not like to make promises, however, he is optimistic about the future of this international organization. One aspect of his vision is to establish an arm or even a trade arm that maintains the position of the center as a non-profit organization and ensures greater self-financing.
"We want to expand our sources of funding and want to make some change and diversity in the center. We are ready to receive funding from any government or institution as long as these sources are clean and do not affect our independence," said Hershman, who was a senior member of the US Senate panel charged with investigating the Watergate scandal. “We want to educate young people in a clean sporting world and without any interference in our business, and we welcome those who contribute to the programs and initiatives of the International Center that protect the principles of integrity, transparency and governance in global sport and I will work with Mohammed Hanzab to achieve a sustainable heritage in sports not only for the State of Qatar but for the rest of the world."
Hershman is one of the founders of Transparency International in 1993, the world's largest, independent, nonprofit organization dedicated to promoting transparency and accountability in business and governance.
