Source text - English Costa Rica is a country in Central America, bordered by Nicaragua to the North, Panama to the South East, the Pacific Ocean to the West, the Caribbean Sea to the East, and Ecuador to the South of Cocos Island. It has a population of around 4.9 million, in a land area of 51,060 square kilo meters; over 300,000 live in the capital and largest city, San José with a population of an estimated 333,980 in 2015.
In spite of impressive growth in the Gross domestic product (GDP), low inflation, moderate interest rates and an acceptable unemployment level, Costa Rica in 2017 was facing a liquidity crisis due to a growing debt and budget deficit. By August 2017, the Treasury was having difficulty paying its obligations.
Costa Rica declared sovereignty in 1847. Since then, Costa Rica has remained among the most stable, prosperous, and progressive nations in Latin America. Following a brief civil war, it permanently abolished its army in 1949, becoming one of only a few sovereign nations without a standing army.
Costa Rica also has progressive environmental policies. It was identified bas the greenest country in the world in 2009. Costa Rica officially plans to become a carbon-neutral country by 2021. By 2016, 98.1% of its electricity was generated from green sources.
Translation - Arabic تقع كوستاريكا في أمريكا الوسطى. يحدّها من الشمال نيكاراغوا، ومن الجنوب الشرقي بنما، ومن الغرب المحيط الهادي، ومن الشرق البحر الكاريبي، كما تحدّه الإكوادور الجنوب من جزيرة كوكوس. يبلغ تعداد سكّان كوستاريكا 4,9 مليون نسمة، وتبلغ مساحتها 51,060 كم مربّع. أمّا عاصمة كوستاريكا فهي سان خوسّيه، التي تُعدّ أكبر المدن، والتي يقطنها 333,980 نسمة من أصل إجمالي السكّان.
ورغم النمو الهائل في الناتج الإجمالي المحلّي، وانخفاض التضخّم المالي، واستقرار نسبة الفائدة، ووجود نسبة بطالة ضمن المستوى المقبول، إلاّ أنّ كوستاريكا بدأت خلال العام 2017 تواجه أزمة في السيولة الماليّة، وذلك نظراً لارتفاع الدَين العام وعجز الميزانيّة. وفي آب 2017، بدأت الخزينة تعاني من صعوبات في تسديد التزاماتها.
أعلنت كوستاريكا استقلالها سنة 1847. ومنذ ذلك الوقت، أصبحت كوستاريكا من بين الدول الأكثر استقراراً وازدهاراً وتقدّماً في أمريكا اللاتينيّة. وعقب الحرب الأهليّة القصيرة، قامت كوستاريكا بإلغاء جيشها بشكل دائم سنة 1949، لتصبح واحدةً من البلدان القليلة المستقلّة التي لا يوجد لديها جيش قائم.
يوجد في كوستاريكا أيضاً سياسات بيئيّة مستمرّة، حيث تمّ تصنيفها سنة 2009 على أنّها البلد الأكثر خضاراً في العالم. وتسعى كوستاريكا رسميّاً لتصبح دولةً خالية من الكربون بحلول العام 2021. وكانت كوستاريكا بحلول العام 2016 تنتج ما نسبته 98,1% من الكهرباء من المصادر الخضراء.

Source text - Arabic تسري أحكام هذا القانون، في كلّ من البلدين المعنيّين، على الشركات التي تُمارس الأعمال التجاريّة، وعلى المسائل التي تناولتها نصوصُه. فإذا لم يكن فيها ما ينطبق على أيّة مسألة، فإنّه يعود إلى قانون التجارة. وإن لم يوجد فيه حكمٌ يتناول هذا الأمر، فإنّه يعود إلى القانون المدني؛ وإلا فتُطبَّق أحكام العرف التجاري، والاسترشاد بالاجتهادات القضائيّة والفقهيّة وقواعد المساواة. كما ينصّ هذا القانون على القواعد المتعلّقة بالإجراءات السابقة على المحاكمة، والإجراءات القضائيّة بشأن الأفعال الإجراميّة، وكذلك إجراءات تنفيذ القرارات الصادرة بشان الدعاوى الجنائيّة.
ووفقاً للقانون المذكور، فأنّه يتعيّن على كلّ دولة طرف اتّخاذ ما قد يلزم من تدابير تشريعيّة وأيّة إجراءات أخرى، لتجريم الأفعال التي تُرتكب عمداً بموجب قانونها الداخلي في حالة وعد موظف عمومي بمزيّة لا مسوّغ لها أو غير مستحقّة أو عرضها عليه أو منحه إيّاها، بشكل مباشر أو غير مباشر، سواء لصالح الموظّف نفسه أو لصالح شخص آخر، مقابل قيام ذلك الموظّف بعمل غير قانوني، أو الامتناع عن أداء جزء أساسي من عمله.
Translation - English The provisions of this Law, in each of the two relevant countries, shall apply to companies practising commercial activities, and to matters dealt with in its provisions. If this Law does not include a provision applicable to any matter, then reference shall be made to the Commercial Code. If a provision is not included therein, then reference shall be made or the Civil Code; otherwise provisions of commercial practice, and guidance by judicial, jurisprudent interpretation and equality principles shall be applied. This Code also provides the rules for pre-trial procedures, court procedures for criminal offences and procedures for enforcement of the decisions made in criminal matters.
According to this Law, each state party shall adopt potentially needed legislative measures and any other procedures, to criminalize the intentionally committed offences under its domestic law, in case of promising, offering or granting a public employee, directly or indirectly, of any unjustified or undue advantage, whether for the employee himself or for somebody else, in exchange for getting that employee doing some illegal job, or refraining from performing an integral part of his own job.
