It was a bright cold day in April, and the clocks were striking
thirteen. Winston Smith, his chin nuzzled into his
breast in an effort to escape the vile wind, slipped quickly
through the glass doors of Victory Mansions, though not
quickly enough to prevent a swirl of gritty dust from entering
along with him.
The hallway smelt of boiled cabbage and old rag mats. At
one end of it a coloured poster, too large for indoor display,
had been tacked to the wall. It depicted simply an enormous
face, more than a metre wide: the face of a man of
about forty-five, with a heavy black moustache and ruggedly
handsome features. Winston made for the stairs. It was
no use trying the lift. Even at the best of times it was seldom
working, and at present the electric current was cut
off during daylight hours. It was part of the economy drive
in preparation for Hate Week. The flat was seven flights up,
and Winston, who was thirty-nine and had a varicose ulcer
above his right ankle, went slowly, resting several times on
the way. On each landing, opposite the lift-shaft, the poster
with the enormous face gazed from the wall. It was one of
those pictures which are so contrived that the eyes follow
you about when you move. BIG BROTHER IS WATCHING
YOU, the caption beneath it ran.

كان يومآ باردآ من أيام نيسان/أبريل بسماء صافيه ، والساعة تدق الثالثة عشرعندما كان ونستون سميث ، منكفئآ بذقنه الى مستوى صدره في محاولة منه لتفادى الرياح الشديدة ، ومتراجعآ بسرعة من خلال الأبواب الزجاجية لبنايات النصر، لكن ليس بالسرعة الكافية لتجنب لفحة من الغبار رافقته أثناء الدخول.
كانت رائحة الممر أشبه برائحة ملفوف مسلوق وخرق بالية، وفى نهايته ملصقآ ملونآ كبيرآ للغاية – لا يتناسب وكونه ملصقآ داخليآ – مثبتآ على الجدار .
كان يمثل وجهآ ضخمآ متجاوزآ المتر عرضآ: لرجل في الخامسة والأربعين ، بشارب أسود كثيف ، ومظهر وسيم يوحى بالخشونة والقوة .
خطا ونستون على السلالم فلا فائدة من إستخدام المصعد فحتى فى أفضل الأحيان نادرآ ما يعمل كما ان الكهرباء مقطوعة في ساعات النهار ، فقد كان هذا جزءآ من الفعاليات التحضيرية ل" أسبوع الكراهية "
كانت الشقة في الطابق السابع و وينستون ذو الأعوام التاسعة والثلاثون - والذى يعانى من الدوالى على كاحله الأيمن - يصعد بخطوات وئيدة ملتقطآ أنفاسه عدة مرات في طريقه للصعود .
وفي كل ردهات الطوابق يوجد الملصق الضخم المحدق من على الجدران ، كان مصممآ بشكل ما يجعل العينين وكأنها تتبعانك حيثما تتحرك ، " الأخ الأكبر يراقبك " وكأنه يعطيك مغزى يتطابق مع كلماته تمامآ.

يٌستخدم فقه الأقليات المسلمة للوصول إلى حلول شرعية للإشكاليات والتحديات التي تواجهها الأقليات المسلمة في مجالات الحياة المختلفة وذلك بسبب عيشهم في دول ذات غالبية غير إسلامية. وهي قضايا لا يواجهها المسلمون في البلاد الاسلامية. يوضح إياد زحالقة أن فقه الأقليات تم تأسيسه على مبدأ عالمية الإسلام الذي ينظر إلى الدين الاسلامي كدين عالمي يعنى بكل الناس، في كل زمان ومكان، وينهج وفق مبدأ تغير الأحكام الشرعية بتغير الزمان والمكان والتيسير في الأحكام ورفع الحرج عن المسلمين، بحيث تراعي الأحكام الشرعية ظروف المسلمين في الغرب والتي تصعّب عليهم ممارسة الاحكام والفرائض الدينية. ويشير إلى أن هذه الأحوال الجديدة لم يعهدها الفقهاء السابقون ولم يتناولوها في اجتهاداتهم الفقهية.
Translation - English
The Islamic jurisprudence (Fiqh) is being used by Muslim minorities for getting an Islamic legitimate solution to the problems and challenges faced by Muslim minorities in various spheres of life Because of their living in non-Muslim-majority countries. These issues are not being faced by Muslims in the Islamic countries. Iyad Zahalqa shows that the Islamic jurisprudence (Fiqh) of minorities was founded on the principle of the universality of Islam, who considered the Islamic religion as a Universal religion that mean all people, in every time and everywhere, based on the principle of the change of Shariah Rules That are changing over time and places in addition to providing the facilitation in the provisions and raising up the embarrassment to the Muslims, by taking consideration the provisions of the shariah and the conditions of Muslims in the west, which made it difficult for them to implement the religious duties. Indicates that these new conditions did not examined by former Islamic jurists and did not take up in their Islamic juristic diligence.
