نص قانون رقم 109 لسنة 2013 في شأن الهيئة العامة للقوى العاملة على:
مادة (1): في تطبيق أحكام هذا القانون يقصد بالكلمات والعبارات التالية المعنى المبين قرين كل منها:
1 ـ الهيئة: الهيئة العامة للقوى العاملة.
2 ـ الوزير: وزير الشؤون الاجتماعية والعمل.
3 ـ الوزارة: وزارة الشؤون الاجتماعية والعمل.
4 ـ مجلس الإدارة: مجلس ادارة الهيئة العامة للقوى العاملة.
5 ـ المدير العام: مدير عام الهيئة العامة للقوى العاملة.
مادة (2): الهيئة العامة للقوى العاملة هيئة عامة ذات شخصية اعتبارية وميزانية ملحقة يشرف عليها وزير الشؤون الاجتماعية والعمل.
مادة (3): تتولى الهيئة الاختصاصات المقررة للوزارة في القانونين رقمي (28) لسنة 1969 ورقم (6) لسنة 2010 المشار اليهما ولها على وجه الأخص ما يلي:
1 ـ الإشراف على القوى العاملة بالقطاعين الأهلي والنفطي ويكون للمفتشين العاملين بالهيئة صفة الضبطية القضائية.
2 ـ وضع اجراءات تأسيس النقابات العمالية واتحادات أصحاب الأعمال، وبيان المستندات والأوراق اللازمة لاشهارها، وفق الأحكام الواردة بالقانون رقم (6) لسنة 2010 المشار اليه.
3 ـ اصدار اللوائح الخاصة بقواعد واجراءات منح الإذن بالعمل، وتقدير الاحتياج العمالي وكيفية انتقال العمالة من صاحب عمل لآخر.
4 ـ الاشراف على الملحقين العماليين بالخارج، مع مراعاة أحكام القانون رقم (21) لسنة 1962 المشار اليه.
5 ـ تحديد وتحصيل الرسوم وأجور الخدمات التي تقدمها الهيئة.
6 ـ تحصيل الرسوم الاضافية الخاصة بالعمالة الوطنية طبقا للقانون رقم (19) لسنة 2000 المشار اليه.
7 ـ تسجيل العمالة التي تعمل في القطاعين الأهلي والنفطي، واعداد قاعدة بيانات لحصر العمالة الوافدة.
وتختص الهيئة منفردة باستقدام العمالة الوافدة في القطاعين الأهلي والنفطي وذلك بناء على طلب صاحب العمل مبينا به العمالة المطلوب استقدامها، ويصدر الوزير القرارات المبينة للإجراءات والمستندات والرسوم المقررة.
Translation - English
Law No. 109 of 2013, concerning the Public Authority of Manpower:

Article (1): In the application of the provisions of this law, the terms stated hereunder shall have the following meanings:

1- Public Authority: denotes the Public Authority of Manpower
2- Minister: denotes Minister of Social Affairs and Labor
3- Ministry: denotes the Ministry of Social Affairs and Labor
4- Board of Directors: denotes Board of Directors of the Public Authority of Manpower.
5- Director General: denotes Director General of the Public Authority of Manpower.

Article (2): The Public Authority of Manpower is considered as a public body with a legal presence and independent budget, under the supervision of the Minister of Social Affairs and Labor.

Article (3): The Authority is responsible for carrying out the responsibilities assigned to the Ministry, specified in Laws No. 28/1969 and 6/2010. The responsibilities of the Authority can be summarized into the following:

1- Supervision of the manpower in both Private and oil sectors and have inspectors working for the Authority as legal officers.

2- Monitor procedures for the formation of Trade Unions and Business Owners Unions, and stating the documents and securities required for its publicity, in accordance with the specified provisions of Law No. 6/2010.

3- Issue regulations on the rules and procedures for granting permission to work and assess labor requirements and the manner in which workers may be transferred from one employer to another.

4- Supervision of labor attachés abroad, taking into account the specified provisions of Law No.21/1962.

5- Identification and collection of fees and charges for the services provided by the Authority.

6- Collecting additional fees for the national manpower, in accordance with the specified Law No. 19/2000.

7- Registering manpower working in the private and oil sectors, and setting up a data base for restricting foreign manpower.

8- The Authority is responsible for recruiting foreign manpower in the private and oil sectors upon the request of the employer, who shall indicate the requested manpower that need to be recruited. The Minister shall issue resolutions setting forth the procedures, documents and fees that shall be paid by the employer.

As a postgraduate from Westminster University in London (M.A.) in Arabic English and English Arabic Translation Studies, I have been very active in the field of translation ever since 1995. I started my career with Microsoft Company as part of a team that translated Windows 95 into Arabic. I have completed major translation projects of various fields including: political, legal, financial, religious technical, business, administrative, commercial and medical. Throughout my career, I have translated over sixty books into English. I can confidently say that I have reached an expert level in English-Arabic and Arabic-English translation.This has, in effect, allowed me to master both the English and Arabic languages, and have an in-depth knowledge and appreciation of both cultures, adding value to my level of expertise and consolidating accuracy of translation.
